Making policy is giving a meaning to objects. This perspective on policy making gained importance in the 1990s with the emergence of discursive approaches. In this article, we use the concepts of Hajer's discourse coalition approach to shed light on the evolving meaning of maize in Mexican society. Specifically, we trace a parallel between the evolution of biotechnology policy and discourses on maize over a 25-year period. The article argues that until recently, the protection against biotechnological manipulations enjoyed by maize has been bolstered by a discourse granting the plant a special status in the country's history. However, the emergence of a new discourse grounded on the practice of scientific excellence is now challenging the old perspectives, and also finding support among government officials. As a result, the Mexican policies granting maize special protection is changing, and this policy change will likely trigger changes in the symbolic meaning of maize. Hacer pol ıtica es dar significado a los objetos. Esta perspectiva de la creaci on de pol ıticas gan o importancia en los años 1990 con la aparici on de las aproximaciones discursivas. En este art ıculo, utilizamos los conceptos de la aproximaci on de Coalici on Discursiva de Hajer para resaltar el significado cambiante del ma ız en la sociedad mexicana. Espec ıficamente, establecemos un paralelo entre la evoluci on de la pol ıtica de la biotecnolog ıa y los discursos acerca del ma ız en un periodo de 2 años. El art ıculo argumenta que hasta hace poco, las protecciones contra las manipulaciones biotecnol ogicas con las que cuenta el ma ız han sido ampliadas por un discurso que le otorga a la planta su estatus especial dentro de la historia del pa ıs. Sin embargo, la aparici on de un nuevo discurso fundado en la pr actica de la excelencia cient ıfica est a ahora desafiando las viejas perspectivas, y tambi en cuenta con el apoyo de los oficiales del gobierno. Los conflictos vinculados a la ciencia y la tecnología constituyen escenarios sumamente útiles para ver cómo se comportan diversos actores sociales frente a hechos científicos que se consideran inestables. En este artículo partimos de los estudios sobre controversias científicas, para acercar una serie de enfoques que pueden nutrir estos análisis y expandirlos hacia ámbitos que exceden a la comunidad científica. En particular, mostramos que la noción de estilos de pensamiento y la tipología de expertos provistos por la sociología de la experticia pueden contribuir con estos análisis. Mediante el análisis de una serie de conflictos vinculados a la pandemia de coronavirus, argumentaremos que los estilos de pensamiento y las formas de experticia constituyen herramientas útiles para analizar los escenarios donde el conocimiento está en disputa en relación a la pandemia.

This article discusses explanations behind theory choice, that is, ultimately, what leads people to accept a certain claim as valid. There has been a recent debate as to how closure was achieved in the continental-drift discussion. The controversy had found its usual explanation under rationalist terms: Wegener’s 1912 continental-drift theory was accepted 50 years later only after the plate tectonic theory had provided more evidence or a more in-depth problem-solving capacity. Nevertheless, a re-examination of the controversy under constructivist terms argued that closure was achieved by a change in the style of thought. This analysis prompted some authors to react calling to a ‘defence of rationalism’ and insisting on explaining that the continental-drift theory was only accepted because of epistemic reasons. As the debate impacts on the way to explain scientific controversies, in this article I analyze rationalist and constructivist approaches with respect to ways to explain the social acceptance or rejection of a theory. The analytical perspectives will be contextualized within a broader theoretical discussion in philosophy and social sciences about the role of different factors that condition knowledge, which will also include an empirical approximation in the analysis of GMO and continental-drift controversies. Ultimately, the debate with rationalism is situated in a broader context about the ways of explaining the social acceptance of a theory, arguing that the problem with the rationalism that confuses a purely logical explanation with a sociological one is that it tends to judge rather than understand.
