RESUMOEste estudo objetivou analisar o comportamento futuro (near-future, de 2017 a 2039) da chuva e da vazão na Bacia Hidrográfica do Alto Tietê (BHAT). Para isso, empregou-se o modelo climático global Meteorological Research Institute-Japonese Meteorological Agency (MRI-JMA) para o cenário de emissões A2, pertencente ao Quarto Relatório do Intergovernmental Panel on Climate Change (IPCC-AR4). Também foram utilizadas séries históricas com dados fluviométricos, pluviométricos e de temperatura do ar oriundos, principalmente, da Agência Nacional de Águas (ANA). A fim de estimar a vazão futura, foi estabelecida uma relação empírica baseada na equação hidrológica simplificada. Os resultados das projeções indicam que a BHAT poderá ter um acréscimo na precipitação (5,9 mm) e na temperatura (0,86ºC) médias mensais em relação à climatologia. Para a vazão futura, projeta-se elevação durante a primavera (19,6%) e o verão (13,7%), e decréscimo no inverno (-9%) e no outono (-7%). Apesar das incertezas inerentes às projeções climáticas, é fundamental gerenciar os recursos hídricos da bacia visando a uma provável ampliação da variabilidade sazonal.Palavras-chave: projeções climáticas; disponibilidade hídrica; gestão de recursos hídricos; Bacia Hidrográfica do Alto Tietê. ABSTRACTThis study aims to analyze the future behavior (near-future, of 2017-2039) of rainfall and streamflow in the Upper Tietê River Basin (BHAT). For this, the global climate model Meteorological Research Institute-Japonese Meteorological Agency (MRI-JMA) was used, for the emissions scenario A2, belonging to the Fourth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC-AR4). Also was used observed database of streamflow, rainfall and air temperature obtained from the National Water Agency. In order to estimate the future streamflow was established an empirical relation based on the simplified hydrological equation. Projections results indicate that BHAT may have an increase in precipitation (5.9 mm) and temperature (0.86ºC) monthly average in relation to climatology. For future streamflow is projected a rise in the spring (19.6%) and summer (13.7%) and decrease in the winter (-9%) and fall (-7%). Despite the uncertainties of projections is essential to manage water resources of the basin targeting a probable broadening of seasonal variability.

Specters of rationing haunt metro São Paulo. Water supplies have plunged to historic, dangerous lows. The idea of rationing has become a flash-point. The state's center-right governor has insisted that rationing be avoided at all costs and the state's profit-driven water utility has followed suit, even as dwindling water supplies are being opaquely and unequally distributed. To make sense of the situation, I propose, through an exploration of the crisis's origins and recent developments that builds on over one year of ethnographic fieldwork, a new approach to ecological scarcity. It revitalizes, in a socioecological and crisis-sensitive form, Manuel Castells's concept of collective consumption politics, with a focus on housing and land use. The question is how acute crises and longstanding socioecological struggles interact, from above and below. In São Paulo, this dilemma takes the form of housing movements' and environmentalists' longstanding estrangement, but prompted by crisis, some leaders are experimenting with cooperation. In an echo of the June 2013 bus fare protests, this fledgling coalition proposes a democratic version of rationing that goes beyond the distribution of water through pipes and that threatens broader power arrangements.
