After some huge funding loans at the end of the Monarchy and in early Republic, to consolidate old debt into new debt, the Great War represented a serious disturbance for Brazil's fragile economy: reduction of its exports (mainly coffee) to Europe and no one cent lent by Brazil's official bankers, the London Rothchilds, during the whole duration of the war. Brazil had a minor participation in the fights, either naval or terrestrial, having declared a state of war against the German Empire only in the second semester of 1917, with some naval patrols in the Atlantic waters and a "Brazilian hospital" in Paris, but most of the personnel sent to Europe succumbed to the Spanish flu at the end of the conflict. Brazilian participation in the peace conference was assured by an especial delegation, having at the head a prestigious envoy, Mr. Epitácio Pessoa, who was not only selected as presidential candidate, but also was to be elected while in Paris, without any campaign at home. Main issues in defense of Brazilian interests at the Paris Peace Conference were the payment of Brazilian coffee stocks in Hamburg and Trieste, retained by the central empires, and a financial or material compensation to be offered against German ships retained in Brazilian ports. Brazil signed only the Versailles treaty, was admitted in the League of Nations, but choose to quit the organization five years later, when Germany was elected to a post Brazil expected to be assigned for it.

Varios objetivos se relacionan directamente con la idea de ganar, querer y mantener el poder, como usar la política exterior del país como un mecanismo de desarrollo socio-económico, priorizar las relaciones con los países del Mercosur, fortalecer el multilateralismo y la creación de nuevas coaliciones, fortalecer el aspecto político brasileño en el orden mundial, etc. Una especie de pragmatismo que no renuncia a sus principios y valores. El objetivo del texto es a través de la lectura de "El Príncipe" de Maquiavelo responder la siguiente pregunta: ¿Qué pragmatismos están insertados en la Política Exterior de Brasil cuando el país actúa de acuerdo con los principios del multilateralismo, cooperación y universalismo? Although there are separate accounts dealing with each of these occasions (Baracuhy, 2005; Brigido, 2010; dos Santos, 1996; Garcia, 2000, 2012; Leuchars, 2001; Vargas, 2011), no broad attempt at comparing them has hitherto been done.…”

Emerging powers have increasingly been vocal about reforming the structures of global governance. Brazil has asserted itself both as a player to be reckoned with in multilateral organizations and as a candidate for permanent membership at the United Nations Security Council. This article aims at investigating the circumstances surrounding Brazil's efforts at three historical moments: the failed attempt to gain a permanent seat on the Council of the League of Nations, the short-lived campaign to become the "sixth permanent member" of the Security Council in 1945, and the candidacy in the 1990s and after. Although some studies focus on each candidature separately, there is not a comprehensive comparison to put them into perspective. By comparing how foreign policy was conducted by different administrations, the article sheds light on the future behavior that could be expected from Brazil on this issue, regardless of the government in charge.
