With Chinas name being mentioned more frequently in the media ever since the start of the 2000s, many may tend to wonder: what has China been up to for the past few decades, and how has it rose to infamy? For the past 73 years to present day, this country is an enigma for most people in present day society. Most of todays taught history has been more focused on the Western Hemisphere countries such as the United States, the United Kingdom, Germany, and more. The elephant in the room is China, as their civilization and culture is rarely talked about and taught as well. This paper will analyze the economic actions China has taken to drastically increase and maintain their growth, what it has done in terms of being a Communist society of surveillance and heavy influence over its people, and the chess game of foreign policies and economic wars it has been playing with other major superpowers.

O status é um fator importante para as potências emergentes do Sul Global e elas buscam aumentar sua estima internacional, revisando a hierarquia global. Concomitantemente, precisam tomar escolhas diferentes de estratégias internacionais: imitar, desafiar ou seguir vias alternativas de mobilidade internacional em relação às potências tradicionais. Diante deste dilema, o quanto as potências emergentes priorizaram o Sul e o Norte Globais ao longo do tempo? Sabendo que a diplomacia presidencial é um dos marcadores de status do sistema internacional contemporâneo, este trabalho testou a seguinte hipótese: organizações internacionais do Sul Global receberam mais visitas de chefes de Estado/governo de potências emergentes do que outros tipos de organização. Acompanhamos a diplomacia presidencial de África do Sul, Brasil, China e Índia entre 1998 e 2019. O número de visitas presidenciais foi coletado através dos bancos de dados Rising Powers Diplomatic Network e China Visits. A hipótese foi testada através da estatística descritiva, gerando uma métrica longitudinal estável para monitorar o grau de priorização entre destinos do Norte ou do Sul pelos quatro países analisados. Os resultados indicam que a média de visitas ao Sul Global foi superior para a África do Sul (59,9% das viagens), Brasil (55,7%) e China (53,3%), mas não para a Índia (44,4%). Os achados indicam que as potencias emergentes, em geral, priorizaram organizações do Sul Global em comparação a destinos do Norte Global, validando nossa hipótese de trabalho.

Nos últimos anos, houve uma proliferação de livros e artigos sobre aspectos diversos da atuação internacional da China, como relações comerciais, investimentos, participação em novos fóruns multilaterais, questões de defesa, etc. Por outro lado, existe uma relativa ausência de textos introdutórios resumidos sobre a política externa do país, principalmente em língua portuguesa. O presente trabalho busca preencher essa lacuna por meio de uma análise de três aspectos centrais para se compreender a China na contemporaneidade sob lentes macro: 1) a existência de uma grande estratégia; 2) o desenho administrativo interno e os principais atores de política externa; e 3) os instrumentos à disposição para se perseguir os objetivos internacionais do país. Estudantes de graduação de Relações Internacionais – e de Ciências Sociais em geral – em estágio inicial de contato com temas sobre a China são o público-alvo, além de outros possíveis interessados no assunto. Abstract: Over the last years there has been a proliferation of books and articles on various aspects of China's international performance, such as trade relations, investment, participation in new multilateral arenas, defense issues, etc. On the other hand, there is a relative lack of summary introductory texts on the country's foreign policy, mainly in Portuguese. This paper seeks to fill this gap by analyzing three central aspects to understand China in the contemporary world under macro lens: 1) the existence of a great strategy; 2) the internal administrative division and the main foreign policy actors; and 3) the instruments available to pursue the country's international objectives. International Relations undergraduate students – and those of Social Sciences in general – in the initial stage of contact with topics related to China are the target audience, in addition to other people interested in the subject.
