A higher level of mobility of people has marked the European Union (EU), with immigrants moving from one place to another, every year, looking for a better quality of life, often fleeing from war and poverty. In the wake of enlargement of the European Union, the United Kingdom (UK) experienced high inward migration. One of the main focuses of UK media coverage was immigration from Eastern European countries. The UK referendum on Brexit on 23 June 2016, was followed by an increase in hate crimes linked to migration issues and, subsequently, a media apparatus of toxic discourse and fear of the criminal ‘Other’. This paper aims to reveal how newspaper articles and personal comments written in response to these articles, represented creative and media-driven anxieties about ‘opening’ borders in the EU. The empirical sample builds on news media coverage of the ‘Euro-Ripper’ case, published in two UK newspapers—the Daily Mail and The Independent. Based on critical surveillance studies and cultural media studies, I elaborate on the notion of moral panic, dramatised by the media, which mobilises specific compositions of ‘otherness’ by constructing suspicion and criminalising inequality by particular social and ethnic groups and nationalities. I argue that the media portrays the dramatisation of transnational narratives of risk and (in)security, which redraws territorial borders and (re)define Britain’s global identity. The analysis shows how the news media in the Brexit vote continually raised and legitimised awareness related to the migration as a vehicle that enables the ‘folk-devil’ to cross borders. This context postulates an ideology that converges on a relationship of intransigence and criminal convictions, in the context of a politics of inclusion and exclusion. I conclude by emphasising how the media intersects different social and geographical spaces in which migration takes place. Media-constructed categories of suspicion targets have been previously created and ‘suspect communities’ have already been socially accepted, thereby confirming and reshaping understandings of their identities and communities.

Este artigo tem como objetivo identificar, por meio da Análise Crítica do Discurso Jurídico (ACDJ), no Projeto de Lei nº. 3.842/2012, os modos de operação da ideologia, segundo Thompson (2011). Esse projeto tramita no Congresso Nacional brasileiro e pretende retirar as expressões “jornada exaustiva” e “condição degradante” da descrição contida no tipo penal do art. 149 do Código Penal brasileiro. Para a consecução deste trabalho, serão utilizadas, como categorias de análise, algumas estratégias típicas de construção simbólica, como os operadores argumentativos e os modos de operação da ideologia para dar conta do funcionamento dessa gramática textual e dos efeitos ideológicos desse discurso. A pergunta de partida do estudo é: “sem o resgate do contexto, é possível ao Congresso Nacional criar um tipo penal que tutele tanto a liberdade quanto a dignidade do trabalhador?” A hipótese considerada é a de que a elaboração de leis abstratas sem a aproximação do contexto social promove um ocultamento ideológico que forja a ideia de que a linguagem é neutra e produzida num vácuo social. Por isso, propomos inicialmente o diálogo entre o Direito e a Linguagem para dar conta do tratamento interpretativo do sentido do discurso do referido Projeto de Lei numa perspectiva transdisciplinar. Como resultado da análise, constata-se que a utilização, consciente ou não, das estratégias de construção simbólica possibilitou que a tutela da dignidade do trabalhador tenha sido eliminada da proposta de alteração legislativa contida nos supramencionado Projeto de Lei.

“…As noted by Grundmann (2017) and Jensen et al (2012), the tendency of societies becoming more knowledge dependent, as well as the emergence of an extended diversity of information channels, has created favorable conditions for experts—both lay and professional—to become central actors in the news sphere. Hence, news media outlets have taken on the role of disseminating scientific knowledge to the public but also act as forums for debates on public issues through which both lay and specialized experts share views on various subjects, thus becoming “a minor device of government,” that is, “a mode of ruling through showing how we should think and act under certain norms of civility” (Chouliaraki, 2005: 49, original emphasis). Therefore , to understand public concerns and issues of governance, it is important both to assess news texts and op-eds, columns, and debate pieces, as well as the problematizations and voices that appear within these differing genres.…”

This study examined the various ways in which Danish news media represented digital media as a problem over a period of three years. We present data from a content analysis of 263 newspaper articles and chi-squared analyses identifying associations between worries, voices, culprits, and those responsible for solving problems. We find professionals significantly responsible for framing problems with screen time in terms of mental health issues and addiction, while the broader discourse is one of, for example, time theft, video game addiction, and issues in schools. Technologies are often diffused using “screens” to describe a broad palette of devices/applications, are represented as responsible for distractions while the technology industry is held culpable for effects on social relations and addictive behaviors. We discuss how patterns in media coverage and expert use affects public understandings, and the overall findings that while technologies are represented as responsible for particular problems, the “screen” discourse is a space in which arguments shift between technologies, problems, and authorities.
