Right-wing authoritarian populist movements, parties, and governments arise in great part from the discontents fueled by the iniquities of neoliberal capitalist globalisation. This book breaks new ground in searching for the usually neglected rural roots behind and consequences of such authoritarian populisms. The book is comparative in scope, so that its central argument about the significance of the agrarian and rural order is adequately tested and confirmed. The book is also a call for further global research and study with the aim of identifying possibilities -a 'rural politics' and agential sources -that respectively can be articulated and mobilised to combat such populisms. The remarkable upsurge of farmers and rural workers against the Hindu nationalist Modi regime in India is a powerful testimony to the truth of the very politics that this book seeks to underscore. "

Al analizar la deuda pública como porcentaje del PIB, se observa que Brasil es el más endeudado si tomamos el período 2005-2013 (la excepción es el año 2013 donde Venezuela lo supera) con un promedio de 63,5%, pero con una deuda que iba cayendo en el tiempo, Chile en tanto posee la deuda más baja de los tres países, pero con un aumento gradual desde el año 2009, en que la crisis financiera mundial golpea más fuerte a las economías de estos tres países, tal como vimos previamente. Finalmente, la deuda de Venezuela poseía tendencia a la baja hasta el año 2008 donde alcanza un 20,3% en este indicador, para luego aumentar exponencialmente hasta el año 2013 donde se sitúa en un 72,3%. Gasto PúblicoEl gasto público de los países, se entiende como los recursos que desembolsa un gobierno en la compra de bienes y servicios, en pagos previsionales, intereses, transferencias y en sus inversiones. Especialmente, trataremos el gasto público social que realizan los países.Respecto de la evolución del porcentaje del gasto social en relación al PIB, el gráfico Nº 11 muestra que, en el caso de Chile, el gasto social evolucionó positivamente entre los años 2006 y 2009, para luego descender en 2010 y mantenerse constante el resto del período, siendo el país con más bajo gasto social de los tres, promediando un 13,7% aproximadamente. Brazil has recently shifted from economic growth to recession, from left-wing to far-right politics and from neo-developmentalist to ultra-liberal economic policies. This regressive change in Brazil (and elsewhere) has prompted the need for empirical investigation and emancipatory movement-building, as urged by the Emancipatory Rural Politics Initiative (ERPI). This article responds to the ERPI call by reflecting on the politics of the past. It argues that the road to regression was paved during the tenure of the Workers' Party, when Lula's leadership emerged as representative of interests 'from below' while advancing a political project that protected and nurtured interests 'from above' -a populist ambiguity. By offering an understanding from a class political economy perspective, this article concludes that reinforcing left-wing populism in the face of authoritarianism is unlikely to create a path to emancipation.
