More and more news is personalised, based on our personal data and interests. As a result, the focus of media regulation moves from the news producer to the news recipient. This research asks what the fundamental right to receive information means for personalised news consumers and the obligation it imposes on states. However, the right to receive information is undertheorised. Therefore, we develop a framework to understand this right, starting from case law of the European Court of Human Rights. On this basis, we identify five perspectives on the right to receive information: political debate, truth finding, social cohesion, avoidance of censorship and selfdevelopment. We evaluate how news personalisation affects the right to receive information, considering these five different perspectives. Our research reveals important policy choices that must be made regarding personalised news considering news consumers' rights.

The helium‐group gases are characterized by completely filled valence electron shells. Helium, argon, and neon are commercially available, but krypton, xenon, and radon are quite rare. Principal uses of commercial helium include those as a lifting gas, as an inert carrier gas, and as a cryogenic refrigerant. Helium‐3 and helium‐4, which are both stable isotopes used in cryogenics, differ significantly in their liquid properties because of quantum mechanical effects. Argon finds use principally as an inert gas in industries ranging from electronic ones to steelmaking. Neon is employed as a filling gas in detection chambers and in light sources from commercial signs to lasers.Sources and properties of these gases are discussed. Production of helium from natural gas, and of argon and neon from air separation plants, is presented.

Resumo O objetivo do texto é relacionar a abordagem expressivista do agente moral em Nietzsche com as condições de sucesso de avaliação de juízos práticos perfeccionistas. Como locus da transformação, o agente moral se exprime por meio do potencial transformativo que consegue produzir, e não como entidade por trás das ações. Duas condições podem ser usadas, regulativamente, para avaliar o sucesso de juízos de caráter perfeccionista: por um lado, a maximização de conexões e interrelações no espaço, bem como o endosso afirmativo de promessas no tempo e, por outro lado, a boa constituição que alguém mantém em meio à tensão entre um plano individual e supraindividual. No desdobramento do potencial transformativo, crítica e transformação são interdependentes e, além disso, o julgamento público reforça a dimensão social da filosofia de Nietzsche.
