o NOTAS E COMENTÁRIOS quando sopram ventos fortes e tempestades, a acomodação dentro desse quadro é alterada e a luta entre os grupos se agudiza, ficando evidente que os grupos mais poderosos, nessas circunstân-cias, usam de toda a sua força para expulsar ou invadir o espaço de outros grupos.Essa imagem distorcida do papel do Estado tem dificultado a visualização de sua verdadeira função no processo de desenvolvimento.Se, por um lado, a expansão do Estado pode ser criticada no sentido de que a ampliação das atividades públicas não é garantia de maior eqüi-dade, eficácia ou mesmo facilidade de acesso à administração pública -há evidências históricas de que o Estado brasileiro tem sido instrumento de interesses privados ligados ao Grande Capital-, por outro lado, a ênfase na privatização das empresas públicas, e a conseqüente diminuição da presença do espaço na economia, não assegura oportunidades para a iniciativa privada no sentido de permitir o surgimento de novos grupos investidores de pequeno e médio portes no mercado.Com o propósito de contribuir para o debate, evitando-se argumentos que tenderiam a uma polarização inócua, nosso trabalho pretende examinar o papel do Estado como agente estruturante e de fomento ao desenvolvimento econômico.Dessa perspectiva, o financiamento ao desenvolvimento tecnológico é de importância significativa e está a exigir uma atuação governamental mais efetiva. S éculos atrás, Marco Polo já aportara no Extremo Oriente e conhecera novos produtos e técnicas, até então desconhecidos para o Ocidente. A transmissão e a divulgação deles, do Oriente para o Ocidente, através desse navegador, podem ser consideradas, num sentido amplo, como uma transferência internacional de tecnologia. Pode-se, então, verificar que, embora esse processo seja antigo, existe um grande dinamismo pela própria concepção da tecnologia.Há a realização da transferência internacional de tecnologia quando uma empresa que desenvolveu uma determinada tecnologia, num país, permite a utilização desta por outra empresa, seja ela subsidiária ou não, instalada num outro país. Tecnologia é a aplicação da ciência, desenvolvida através da pesquisa, a fim de transformar recursos em produtos. Encontramos em Technology Atlas Team (ref, n? 115)uma das mais precisas e esclarecedoras explicações do que é tecnologia. Esse conceito inclui não somente máquinas e produtos mas, também, as formas de conhecimento e habilidades requeridas para utilizá-los. Assim, tecnologia é a conjugação entre tecnoware (a má-quina ou o produto em si), humanware (experiências, habilidades, técnicas, criatividade dos indivíduos), inforware (sistemas de informação, documentação), organware (práti-cas organizacionais e administrativas, instituições envolvidas). Nesse sentido, há que se questionar se efetivamente está havendo a realização da transferência de tecnologia entre os países.O próprio termo "transferência de tecnologia" é considerado por determinados autores, tais como Delazaro e Barbieri (refs. 047 e 075), ou Dias (ref. 016), como inadequado, pois a palavra transferência pode pressupor uma falsa idéia de doação, e não de pagamento pelo uso da tecnologia que uma empresa desenvolveu por uma outra que está adquirindo. Assim, há a utilização das palavras "importação / exportação" ao invés de "transferência", por parte desses autores.A crescente internacionalização das economias e a formação de blocos econômicos trazem o questionamento quanto às causas, os processos e as conseqüências da transferência internacional de tecnologia, principalmente no que concerne aos países em desenvolvimento. A facilidade de disseminação das informações, o desenvolvimento dos meios de transporte, o surgimento de empresas multinacionais, a criação de legislações que regulam os intercâmbios econômicos e as próprias inovações tecnológi-cas, entre outros motivos, fazem com que cada vez mais haja a internacionalização das economias. Paralelamente a essa globalização, está se configurando um processo de formação de blocos econômicos, nos quais países geograficamente próximos intensificam entre si os fluxos econô-micos, priorizando, assim, seus parceiros econômicos.
