Abstract:This paper aims to understand if there has been an “evolution” of the articulation between urban planning and mobility planning and how it developed. To accomplish this, it analyzed three regulatory sets of the city of São Paulo: the Master Plan for Integrated Development (1971) and zoning (1972); the Strategic Master Plan (PDE) (2002) and the Land Use and Occupation Subdivision Law (LPUOS) (2004); and the 2014 PDE and the 2016 LPUOS.
