Abstract:Resumo O presente artigo visa discutir os conceitos de cooperação internacional e a proposta haberliana de Estado Constitucional Cooperativo para a análise da possível cooperação internacional dos Estados e das organizações internacionais, com fundamento nas medidas previstas na Convenção sobre os Direitos da Criança (1989) e nas Convenções de Genebra (1949), para a promoção de ajuda humanitária e da proteção integral às crianças civis atingidas na situação de conflitos armados.
