Participatory Design of a Monitoring Protocol for the Small-Scale Fisheries at the Community of Tarituba, Paraty, Rj, Brazil

Abstract: This paper aims to describe and analyze the design of the participatory monitoring protocol of Tarituba, a fishing community in Southern Brazil, and to discuss the setbacks for its implementation. The protocol aimed to integrate fishers’ scientific and technical knowledge under the ecosystem approach to fisheries, employing a pioneering method prevalent in the Brazilian coastal region: The Global Socioeconomic Monitoring Initiative for Coastal Management (SocMon). Monitoring goals lie in the socioecological su… Show more

“…This is illustrated by what happened in the artisanal fishing monitoring program in Tarituba, whereby the initiative to develop a statement of commitment for artisanal fishing in the PA emerged locally among PA management and local fishers in 2012. When it was submitted to the headquarters of the PA Federal Agency in 2013, approval was delayed for four years because of ideological disputes within the agency (Seixas et al 2017, Dias andSeixas 2019). This event discouraged the participation of fishers in other initiatives and undermined the PA managers' credibility with them.…”

“…In the Tamoios Protected Area, a no-take zone, small-scale fishers, managers and researchers co-developed a monitoring protocol to provide information about fishing impacts in the marine environment and the relevance of fishing to sustain local livelihoods (Dias and Seixas, 2019). The protocol was part of a formal agreement between the protected area and small-scale fishers of the Tarituba community to temporarily allow small-scale fishing inside the Tamoios Protected Area.…”

“…The result of a lack of knowledge-sharing is an MPA that is viewed as illegitimate. In the case of the Brazilian Tamoios MPA, however, the participatory approach to design the monitoring protocol enabled the integration of different knowledge types and perspectives and formed the basis for more shared understanding (Dias and Seixas, 2019). As experiences in the CCRN show, knowledge co-production is very much an important catalyst for better outcomes.…”

“…Artisanal shing is the predominant activity in traditional coastal communities in the tropics, being characterized by low investment in external technologies, the use of small vessels that limit the extent of shing and the extensive use of LEK (see Batista et al, 2014). However, the supposed simplicity of artisanal shing contains a variety of competing interests and complex knowledge that may, depending on social context, contribute to con icts and/or solutions [28][29][30][31]. Therefore, analyzing the structuring of LEK through mapping ows between existing relationships can generate positive externalities in sheries management, enhancing its effectiveness.…”
