Abstract: A Atenção Básica à Saúde (ABS) no Brasil vem desde o século passado tentando abrir um raio de sol no céu nublado do Sistema de Saúde. Nublado porque a acolhida dessa agenda entre governos de diferentes matrizes ideológicas teima em não deixar seus raios brilharem.
