Personnel selection is increasingly proving to be an essential factor for the success of organizations. These issues almost universally involve multiple conflicting objectives, uncertainties, costs, and benefits in decision-making. In this context, personnel assessment problems, which include several candidates as alternatives, along with several complex evaluation criteria, can be solved by applying Multicriteria Decision Making (MCDM) methods. Uncertainty and subjectivity characterize the choice of personnel for missions or promotions at the military level. In this paper, we evaluated 30 Brazilian Navy officers in the light of four criteria and 34 subcriteria. To support the decision-making process regarding the promotion of officers, we applied the ELECTRE-Mor MCDM method. We categorized the alternatives into three classes in the modeling proposed in this work, namely: Class A (Promotion by deserving), Class B (Promotion by seniority), and Class C (Military not promoted). As a result, the method presented 20% of the officers evaluated with performance corresponding to class A, 53% of the alternatives to class B, and 26.7% with performances attributed to class C. In addition, we presented a sensitivity analysis procedure through variation of the cut-off level λ, allowing decision-making on more flexible or rigorous scenarios at the discretion of the Naval High Administration. This work brings a valuable contribution to academia and society since it represents the application of an MCDM method in state of the art to contribute to solving a real problem.

An Outranking Electre-Based Modeling for Setting the Naval Core Components of an Amphibious Task Force

Selecting the naval components to be part of a task force is a typical setting decision problem wherein each component of the task force should complement the others. This decision situation calls for the use of outranking modeling tools instead of the additive ones, which are usually used when selecting group components. This study applies Electre I to develop an original approach to this hypothetical problem: the composition of the Amphibian Readiness Group, used in the United States. Despite being a hypothetical decision situation, the work uses real data from American media. We use Electre I because it is a native outranking multicriteria decision method, designed to address choice decisions. Moreover, we take the support of The Visual Outdeck web app (Outranking Decision and Knowledge app) to implement the model and the Electre I multicriteria algorithm and a sensitivity analysis of the results regarding the weights and the agreement and disagreement cut-off levels. Further we apply the same input data to an additive decision algorithm, allowing comparison of the results. Consequently, we established the setting of the task force by utilizing elements that optimally complement the others in the task force configuration. Furthermore, the study finds that this task force differs from the one that should be constituted using traditional additive modeling. The main contribution of this study is that it provides a robust discussion and original modeling that supports military decision-makers while selecting a better set of military taskforces.

Abstract-This article reports a research that has colletected and analyzed perceptions about the influence of CSF in Business Processes (BPM) initiatives. A systematic literature review was performed in papers published in indexed journals. In a second step, a survey was applied to a short sample composed by experts in BPM, with a single question: what area the CSF that most influence in the implementation of process management? After it, a full questionnaire was build and applied to an extended sample composed by Brazilian BPM experts. As a result, the top 10 CSF perceived as most critical to the success in BPM initiatives were identified. The main contributions of this paper are the original way the CSF were elicited and how their importance was found out, both in a systematized and robust way that can be followed by other researches and practioneers.
