“…For example in a random sample of 12 Federal Government Ministries (Alencastro et al, 2014), three federal universities (Aragão and Jabbour, 2017), and at the National Institute of Geography and Statistics nationwide (Couto and Coelho, 2015). It is worth mentioning that the relevance of these findings for the Brazilian context is consistent with results from a Delphi panel of Brazilian experts on sustainable public procurement in Brazil, conducted by Couto and Ribeiro (2016).…”

“…In 2015, Kleine and Brightwell [51] reported an analysis of the Brazilian school meals policy, which supports organic farms and provides meals to 43 million Brazilian children, showing the potential that public purchases have to stimulate sustainable agriculture. Three articles investigated key factors hindering GPP [15,52,53]. Finally, Novaes das Virgens, Andrade, and Hidalgo [54] analyzed the carbon footprint of public agencies, finding that GPP can be used to reduce up to 83 percent of the CO 2 emissions generated by the government.…”

“…Second, key drivers of GPP include personnel skills, green consciousness, clarity and specificity of policies, and environmentally friendly products/vendors information [45]. Third, the barriers to adoption of GPP can be grouped by institutional aspects (including culture, the lack of a relevant legal framework, lack of political will, lack of training and employee competences, stakeholder pressures, and the lack of long-term planning), issues related to the improvement of informational mechanisms (poor monitoring and inspection systems, inadequate policy measures, limited knowledge about the social and environmental impacts), the ability to make decisions in public managers (limited capacity of stakeholders, budget constraints, and lack of top management support), and market conditions and perceptions (unavailability of green products, the relative higher costs/prices of the sustainable options, the perception that sustainable items can restrict competition) [15,35,37,48,52,53].…”

“…However, little is known about how public sector organizations are responding to this encouragement or of the conditions that are most conducive to sustainable procurement (SP) (Brammer & Walker, 2011 ). In Brazil, the few available studies investigate, almost always, the purchases made in federal teaching and research institutions (Couto & Ribeiro, 2016 ). However, these works are focused on adding sustainability to the management purchasing sector (Alencastro et al 2014a , 2014b ; Couto & Coelho, 2015 ; Couto & Ribeiro, 2016 ; Ramos & Santos, 2017 ; Warken et al 2014 ).…”

From these works, two questions emerged that instigated the present investigation: what is the relationship between the requirement for the adoption of Sustainable Public Contracts (SPP) and the understanding and evaluation of people involved with purchases (solicitors, buyers and suppliers), in a Brazilian public university?…”
