This paper gives an overview of cooperative activities between the BRICS countries and their internal projections. It also analyzes the BRICS engagement as a new, alternative global institution through the global governance and multilateralism policies of BRICS. It asserts that BRICS cooperation has presented its global political and economic policies and demonstrated the tendency to prove its global goal as more than a regional organization but a new worldwide alternative to the West-oriented global institutions and cooperation. While it analyzes the objectives of the internal and international projects and coordination of the BRICS, it also examines the impact of the Covid-19 pandemic process, ongoing global inflation, and the challenges that occur dependently as a case study. The paper analyzes the texts of BRICS Summit reports and investigates the issue of whether BRICS will create a new bifurcation (Wallerstein) and drive the global power transition by challenging the rigid Western-based world order through its discourse of creating multilateral and multi-polar global system based on inclusiveness and the spirit of openness (BRICS Summit, 2022). On the other hand, there is the reality of BRICS that still face serious challenges, particularly after the pandemic period. This paper contributes to BRICS’ multilateralism and inclusiveness discourse by introducing bifurcation theory as a theoretical frame to determine the vision and the action of the BRICS group despite many challenges.

IntroductionChina is currently ranked second in the world economy, and its political role in the global order has increased in recent decades. As part of one of its modern and emblematic international projects, the Belt and Road Initiative (BRI) is the Health Silk Road, which can be considered a branch officially launched in 2017. Driven by some external factors, the most important of which is the COVID-19 pandemic, the Health Silk Road (HSR) and Chinese public health policies have gained accrued relevance, especially in countries of the Global South, which have been the main partners of Chinese cooperation initiatives, not only in health.MethodsThis study is an exploratory exercise that reflects the potential gains resulting from Chinese- Global South cooperation in the health sector by analyzing the perceptions of Brazilian health agents in a contemporary period starting from 2013 to 2023, which is the first 10 years since BRI implementation. We intend to answer the following questions: Does Brazil benefit from health partnerships with China, specifically under the Health Silk Road, despite not having formally joined the BRI? What are the privileged health areas of implementation, and what are the gains? These questions were answered through interviews with Brazilian researchers from public institutions to obtain their perspectives and insights regarding the practical aspects of partnerships.Results and discussionThe current partnerships established are not directly linked to BRI initiatives. Brazilian health agents are generally unaware of the BRI contours and, consequently, HSR. The model of cooperation identified is based on the theoretical premise that each stakeholder contributes their best assets. New potential research topics were identified from this exploratory research to reflect on the impacts of HSR and Chinese Health Assistance in the Global South. We suggest in-depth research on the influence of the health sovereignty concept on the global health performance of countries from the Global South.

BackgroundWith the perspicuous effect of COVID-19 on vaccine demand, academic and business interest in vaccine production in the BRICS nations (Brazil, the Russian Federation, India, China, and South Africa) has reached a crescendo. Aware of a “dark” past when the BRICS depended heavily on vaccines and pharmaceuticals from other parts of the world, academic curiosity on how the BRICS countries have leveraged vaccine self-sufficiency and become the hub of global vaccine production and supply is justifiable, especially in times of ineffable pandemics.MethodsThe articles were searched from November 2020 to December 2022. Within this period, an electronic search of 13 reputable healthcare and public databases was conducted. The initial searches from the designated databases yielded a total of 3,928 articles. Then, duplicated studies were removed through a two-step process, articles without titles and abstracts were excluded, and the remaining 898 articles that met the qualification assessment criteria were evaluated for article quality.ResultsThe main entrepreneurial innovations that have quickened the pace of vaccine self-sufficiency in the BRICS include investment in artificial intelligence (AI), Big Data Analytics, and Blockchain technologies. These help to speed up the drug delivery process by enhancing patient identification or optimizing potential drug candidates for clinical trials and production.ConclusionOver the past 20 years, the BRICS nations have achieved major strides in vaccine development, regulation, and production. The creation of the BRICS Vaccine Research and Development (R&D) Center will have a significant impact on vaccine cost and accessibility given the anticipated development of stronger research capability, production, and distribution technology, as well as stronger standardization to improve vaccine production quality in the near future. It is anticipated that the BRICS’ contributions to vaccine development will alter the global vaccination market and hasten the availability of vaccinations in developing nations. The challenge is turning these hopes into concrete plans of action and outcomes.
