В статье представлено авторское видение института государственно-частного партнерства, как особой формы социального взаимодействия государственных и частных структур по вопросам реализации общественно значимых проектов и программ. Авторский подход позволяет выявить характерные черты и особенности государственно-частного партнерства, оценить преимущества каждого из партнеров в ходе реализации инвестиционных проектов, а также определить максимально эффективные пути решения проблемы обеспечения долгосрочного роста российской экономики. Целью статьи является изучение сущности и выявление отличительных характеристик государственно-частного партнерства от других форм взаимодействия государства и бизнеса, а также обоснование роли партнерских отношений в достижении устойчивого социально-экономического роста в России. В статье доказано, что разнообразие форм, механизмов и сфер применения государственно-частного партнерства делают его универсальным механизмом для решения целого ряда долгосрочных задач: от создания и развития социальной инфраструктуры до разработки и адаптации новых перспективных технологий и видов услуг. Выявлены факторы, сдерживающие участие частного капитала в инновационном процессе, преодоление которых позволит интенсифицировать партнерские отношения государства и бизнеса, что приведет к новому качественному уровню развития российской экономики.
Historically, the presence of the commercial sector in the social sphere was reflected at any stage of the development of society (pre-industrial, industrial, and post-industrial). The article highlights the main conceptual forms of business participation in social processes, and it also describes the behavioral features inherent in business because of the purpose of its operation and the volume of contribution to social processes. The article reveals that each subsequent pattern of behavior does not preclude the previous one, and as the forms of participation of business in the social life of society develop, its inevitable integration can be observed.
The problem of socialization of the individual, the specifics of professional development, the issues of training personnel are constantly in the focus of attention of many researchers. They become especially relevant in the era of the digital economy. The article reveals the essence of the processes of socialization of the individual under the influence of information technology. Several types of socialization (virtual, informational, etc.), the influence of the information and communication environment on the formation and socialization of the individual are considered. Negative processes are also noted, when computerization leads to persistent dependent behavior. All this determines the importance and severity of the complex interdisciplinary problem of socialization of the individual in the conditions of information processes. Scientific understanding of the problem of the formation of personality passes several stages from the perception of the individual as a passive subject of the process of socialization to the selection of him as an active actor in his own internal development of the individual and the society. The purpose of the article is to identify problems of socialization of the individual in the conditions of digitalization of the economy based on a comparative analysis of traditional socio-paradigms and to identify the main ways to solve them.
