É dever da coletividade e do poder público, a preservação e defesa dos recursos ambientais e direito de todos ao meio ambiente ecologicamente equilibrado, bem de uso comum e essencial à sadia qualidade de vida. Nesse contexto o licenciamento ambiental, instrumento instituído pela Política Nacional do Meio Ambiente (Lei nº 6.938/1981), surge como mecanismo capaz de avaliar as condições para a instalação de empreendimentos e, assim, permitir a concretização dos princípios constitucionais da defesa ambiental. Este trabalho consiste na observação da evolução do licenciamento ambiental no Estado da Paraíba, bem como sua relação com o progresso da fiscalização ambiental no mesmo. A pesquisa realizou uma análise descritiva, explicativa e analítica dos licenciamentos ambientais expedidos no período de 2004 a 2018. Os dados foram coletados no ambiente digital da Superintendência de Administração do Meio Ambiente-SUDEMA. Mediante análise do quantitativo de licenças expedidas no período supracitado, verificou-se que o Estado está em progressão, mas que deve fomentar a descentralização do licenciamento ambiental no intuito de melhorar a abrangência e eficiência desse instrumento no Estado. Foi constatado também que a infração ambiental mais recorrente no período avaliado foi a falta de licenciamento ambiental de atividades potencialmente poluidoras. Nesse sentido, conclui-se que o licenciamento ambiental é uma ferramenta indispensável no combate a ameaças de danos graves ao meio ambiente.
RESUMO A remoção da cobertura vegetal e a impermeabilização de grandes áreas somadas à ineficiência dos serviços básicos de saneamento, contribuem para o aumento das cargas poluidoras pontuais e difusas que são transportadas superficialmente pelas águas pluviais, causando impactos negativos ao sistema de drenagem. Como o despejo ilegal de efluentes domésticos em redes de drenagem é uma realidade observada em todo o país, principalmente no meio urbano, hoje, a maior preocupação dos gestores e estudiosos é voltada às fontes pontuais de poluição e, apesar da importância, as fontes difusas têm recebido pouca atenção. Este trabalho objetivou modelar, utilizando o programa Storm Water Management Model (SWMM), a qualidade das águas pluviais a partir da avaliação do acúmulo de poluentes na superfície do solo em períodos secos e da lavagem durante eventos de precipitação na Bacia Hidrográfica Riacho do Prado, inserida no perímetro urbano da cidade de Campina Grande, Paraíba. Oito pontos no canal de drenagem foram monitorados, analisando-se as variáveis demanda bioquímica de oxigênio (DBO), demanda química de oxigênio (DQO) e fósforo total (FT), além da determinação da vazão. Os resultados obtidos nas simulações do comportamento dos poluentes em escala temporal para o evento medido do dia 08 de junho de 2018 foram condizentes com os valores observados nas análises laboratoriais, confirmando a eficiência dos resultados para as outras simulações realizadas. Os dias antecedentes sem chuva e a intensidade da precipitação se mostraram importantes na análise da carga poluente.
Este trabalho teve por objetivo avaliar a recuperação e a frequência de ovos de helmintos em amostras de águas residuárias urbanas, considerando-se as condições sanitárias, higiênicas e sociais de populações de baixa renda. Foram avaliados os valores médios obtidos entre os bairros de baixa renda e os demais bairros da cidade de Campina Grande, Paraíba. O estudo foi desenvolvido no sistema de esgotamento sanitário e envolveu quatro pontos de coleta. Os pontos P1, P2 e P3, correspondentes aos bairros da rede geral da cidade, apresentaram menores concentrações de ovos de helmintos quando comparados ao ponto P4, correspondente aos bairros de baixa renda. As elevadas concentrações de ovos de helmintos podem ser relacionadas ao baixo nível social, econômico e de educação sanitária dos bairros de baixa renda, tendo em vista que a população dispõe de infraestrutura completa de saneamento básico.
O Decreto nº 7.217/2010, regulamentador da lei 11.445/2007 de Saneamento básico no Brasil, estabelece que, assim com os outros serviços públicos de saneamento, o manejo de águas pluviais deve ser realizado de forma adequada à saúde pública e à proteção do meio ambiente e deve possuir infraestrutura exclusiva e independente. No entanto, apesar da adoção de sistemas separados, conexões ilegais de esgoto no sistema de drenagem são frequentes. Nos períodos secos, onde quase não ocorrem precipitações ou, quando ocorrem, o volume total precipitado é muito baixo, existe dentro das galerias de drenagem apenas uma pequena lâmina d’água proveniente das ligações clandestinas de esgoto entre as redes. O objetivo do estudo foi caracterizar a magnitude da influência do volume de água de chuva na carga de poluentes presentes no escoamento veiculado pela rede de macrodrenagem urbana através do monitoramento de uma bacia urbana, situada na cidade de Campina Grande – PB. Foram avaliados parâmetros distintos de qualidade e quantidade da água para distinguir o nível de deterioração da água em relação ao período seco e chuvoso. Através da análise do comportamento das concentrações dos poluentes, constatou-se que as maiores concentrações são encontradas durante períodos secos. Foi observado também que a poluição na Bacia Hidrográfica Riacho do Prado aumentou durante o intervalo de tempo entre os estudos.
