El presente artículo analiza la intensidad de la paradiplomacia del gobierno local y la sociedad civil organizada del departamento archipiélago de San Andrés, Providencia y Santa Catalina en el marco de la política exterior colombiana hacia el Caribe durante el periodo 2012-2018. Esta investigación parte de un análisis descriptivo cuyo método es el estudio de caso y emplea una metodología de carácter cuantitativo en tanto se utilizan la medición numérica y el análisis estadístico e institucional, teniendo como objetivo demostrar que, a pesar de que ninguna de las organizaciones en estudio concibió de manera estratégica su actividad paradiplomática, sí fue identificado un notable número de acciones, escenarios y temáticas de actuación internacional que, en el caso del gobierno local evidenció un nivel de intensidad menor, mientras que la sociedad civil un grado mayor.
El artículo se basa en una revisión de la literatura académica resultado de 63 investigaciones realizadas desde múltiples disciplinas sobre el fenómeno de los cultivos ilícitos en Colombia, atendiendo a interpretaciones vinculadas con el marco disciplinar de la geografía. Se identificó una evolución epistémica de los análisis proyectada en tres vertientes que permiten leer desde esta perspectiva el fenómeno propuesto: 1. La aproximación tradicional a la geografía en su comprensión del espacio en lo concerniente a sus características naturales, 2. La aproximación a la geografía humana en perspectiva geoeconómica y 3. La aproximación a la geopolítica internacional desde un enfoque radical de la geografía. Se constata que el espacio como causa y efecto del fenómeno es un factor determinante que explica el surgimiento y asentamiento de la producción y tráfico de cultivos ilegales en Colombia.
El Caribe colombiano fue, en la historia del país, una región vital en la construcción de la nación colombiana, pues se constituyó en la primera puerta de entrada de la colonización, el comercio, los flujos de inmigrantes y esclavos que le dieron la actual fisionomía económica, política, racial y cultural al conjunto del Estado. Sin embargo, a lo largo de los siglos la región ha presentado los dilemas propios del desarrollo derivados de la lógica centralista y excluyente de la nación. A la relevancia de las costas y las ventajas de la interconexión marítima mundial, que una vez fueron el centro de gravedad de nuestro desarrollo socioeconómico, se impuso la lógica de los centros burocráticos del poder, cuyas élites se afianzaron en las zonas andinas, dejando atrás la posibilidad de un proyecto unificador del Estado, que aún hoy se refleja en lo que el caribeñista Alfonso Múnera (1998), en su análisis histórico sobre la región, la clase y la raza en el Caribe colombiano, hubiese descrito acertadamente como “El fracaso de la nación”.
Desde el año 2006 la revista Ciencia Política viene publicando semestralmente un amplio número de artículos dedicados a la investigación, la reflexión y el pensamiento sobre problemas políticos y sociales de la realidad nacional e internacional desde distintas miradas interdisciplinares. El presente número, lejos de compartir un tema central, representa esa diversidad de temáticas y enfoques que, no obstante, han coincidido en su fuerte inclinación hacia el abordaje de problemas de la sociedad latinoamericana y colombiana en particular.
