Annually, rivers close to communities within Sekondi-Takoradi Metropolis overflow their banks, especially during the rainy seasons; displacing thousands of residents. Despite this, little is known about the coping strategies used by the residents when flooding occurs. Using mixed method, this article examines the coping strategies employed by households within three communities at risk. Two hundred and seven heads of households residing in Eshiem, Kansawurodo and Whindo were systematically selected to fill in questionnaires, while six key informants comprising chiefs and representatives of flood management institutions were chosen for in-depth interviews. The findings suggest that the commonest coping strategies adopted by residents in all the communities were: temporary vacation of homes, transfer of relevant properties to neighbors and building of flood steps. However, the coping strategies employed by the residents varied by communities, although the majority of them resorted to self-sustaining mechanisms in restoring their losses.
Flooding is a major problem in many developing urban centres in Ghana, including the Sekondi-Takoradi Metropolis (STM). Residents who are living close to the Anankwari, Kansawura and Whin rivers in the metropolis often experience flooding when the rivers overflow their banks, resulting in lives being lost, people being displaced and properties being destroyed. One durable solution to the flooding problem is voluntary and permanent relocation of ‘vulnerable’ residents; but this form of solution cannot be achieved without a clear understanding of the sociocultural factors that influence the decision-making process. This study uniquely investigated the sociocultural and economic factors affecting voluntary and permanent relocation of flood victims, using Eshiem, Kansawurodo and Whindo communities as a case study. Employing a mixed cross-sectional design method, 207 heads of households were selected to fill in questionnaires; interviews were conducted with nine representatives of the traditional councils, and areas affected by flooding were photographed. The findings show that voluntary and permanent relocation was overlooked by most flood victims due to perceived inability to rent new places owing to low incomes, fear of losing income-generating ventures that serve as sources of livelihoods, hope of gaining income from the oil production within the region and the need for restitution from government before evacuation. From a sociocultural viewpoint, they felt uncomfortable with losing ancestral lands and landed properties as well as breaking long-standing ties with their community folks and other networks. Flood victims’ willingness to stay in the flood-prone communities was also influenced by duration of stay in the communities and ownership of landed assets. When considering voluntary and permanent relocation of flood victims as a durable solution in the future, these sociocultural and economic factors need to be carefully considered.
Floods remain one of the disasters that destroy properties, livelihoods, and in extreme situations, take lives. As a way of prevention, geospatial applications have been employed in many cities to map flood zones and predict floods. For a country such as Ghana, floods have been ranked as the second fatal disaster after epidemics leading to several kinds of research to resolve them. To date, the Cape Coast Metropolis (CCM) has received little attention in terms of research, though flood cases in the area continue to escalate. This study, therefore, examines the use of geospatial techniques as tools in addressing flood problems in the CCM of Ghana. From a Digital Elevation Model, hydrologic variables were generated using the ArcGIS software (Esri, Redlands, CA, USA). The soil drainage classification for the study was generated from a downloaded African Soil Grid Drainage map, while other important factors that influenced flooding in the CCM were obtained from Landsat 8 imagery. Over 21% of the CCM was classified as high flood hazard zones with areas around the river Kakum estuary being flood hotspots. It is, therefore, recommended that the CCM Assembly fund dredging of streams/rivers and promote afforestation along river banks to reduce the risk of flooding within the metropolis.
