Purpose Project portfolio management (PPM) is a managerial technique used to seek the strategic goals of organizations improving their performance. The public sector has some characteristics that differ from the private sector, since their management approaches are different. The purpose of this paper is to compare the PPM’s practices and techniques in the public and private sectors. Design/methodology/approach This paper uses the study case methodology through eight case studies that were undertaken in Brazil: four in public and four in private sectors. The field research used semi-structured interviews that were analyzed using the NVivo software. Findings In both sectors, strategic alignment is the goal of PPM, and the same tools are employed. The public sector displays better process documentation and lower risk awareness than the private sector, showing an improvement point for the public sector. The selection and prioritization criteria differ from each sector, showing the difference in the strategic goals of public and private sectors. Research limitations/implications The limitations of this paper are related to the number of organizations studied; however, the case studies represent organizations from different sectors and industries maximizing heterogeneity, but focusing on Brazil. Social implications The prioritization and effective allocation of projects spending in the Brazilian public sector could be improved with the comparison of their current practices with the ones used in private sector, increasing its transparency and cost allocation. Originality/value This study broadens the understanding of PPM in the public sector, which is a gap in the academic literature, comparing its practices with those used in the private sector.
Resumo: Este estudo tem como objetivo investigar o gerenciamento de portfólio de projetos no contexto do setor público. A abordagem metodológica é a de revisão sistemática da literatura, adotando o método de análise de conteúdo. A amostra é composta de artigos selecionados nas bases de dados ISI Web of Science e Scopus. Os resultados permitiram elaborar um quadro teórico síntese da literatura, em que os conteúdos foram divididos em oito temáticas: portfólio e gerenciamento de portfólio, setor público e nova gestão pública, seleção e priorização, controle, riscos, alinhamento estratégico, problemas do gerenciamento de portfólio e performance e sucesso do portfólio.Palavras-chave: Gerenciamento de Portfólio. The methodological approach is a systematic literature review using the content analysis' method. The sample consists of selected articles in ISI Web of Science and Scopus databases. Our aim is to analyze the changes that have taken place in the academic literature of project management induced by the growing interest in the soft side within project management, identifying concepts, trends and challenges. Based on a bibliometric approach, a systematic literature review focusing on content analysis was made in articles published from 1994 to 2015 in the ISI Web of Science and Scopus databases. The literature was found to maintain the separation between the hard and the soft side, being the soft side, for most researchers, an enabler of project performance and success. Each kind of examined skills provides different aspects of project quality and management, being the hard side clearer and more objective and the soft side more ambiguous and subjective. In the whole article, the base used 13 soft skills. The most cited among them was 'Communication', cited fifteen times, followed by 'Leadership' and 'Teamwork' cited nine times each. Despite the stronger impact of the soft skills in the project performance, the literature says that the project members, within the project team, must combine soft and hard skills towards the best performance of the projects.
