Over the past few years, several events have highlighted the strained relationship between the police and residents in many communities. Police officer body-worn cameras (BWCs) have been advocated as a tool by which police-community relations can be strengthened, while simultaneously increasing transparency and accountability of police departments. Support for BWCs from the public and federal government is strong, and some studies have examined police perceptions of BWCs. However, comparisons of officer perceptions of BWCs in different departments are lacking, as are assessments of officer attitudes pre-and post-BWC deployment. This study compares officer perceptions of BWCs in three police departments in the western United States between 2013 and 2015, both before and after BWC program implementation. The similarities and differences among officer perceptions across departments are examined, and the authors consider the implications of findings for police departments moving forward with BWC technology.
One of the most compelling perceived benefits of body-worn cameras (BWCs) involves the potential for reductions in citizen complaints and police use of force. A handful of early studies reported significant reductions in both outcomes following BWC adoption, but several recent studies have failed to document such effects. The current study explores this question using data from a randomized controlled trial conducted in the Spokane (WA) Police Department. Approximately half of patrol officers (n = 82) were assigned BWCs in May 2015, while the other half (n = 67) received their BWCs 6 months later (November 2015). The study explores the effects of BWCs on use of force, complaints against officers, and officer injuries, using more than three years of official department data pre-and post-BWC deployment. The outcomes of interest are rare in Spokane, which limited both statistical power and the results from significance testing. However, the within-group trends are consistent with a positive effect, particularly for percent change. Following BWC deployment, the percentage of officers with a complaint in each group declined by 50% and 78% (Control and Treatment, respectively); the percentage of officers with a use of force declined notably (39%) for one group only. The reductions disappeared after 6 months for the Treatment group. There was no relationship between BWCs and officer injuries. The authors discuss the implications of the findings for the ongoing dialogue on BWCs.
Research Summary We explore integration and acceptance of body‐worn cameras (BWCs) among police, citizens, and stakeholders in one jurisdiction (Tempe, AZ) that adhered to the U.S. Department of Justice's (U.S. DOJ's) BWC Implementation Guide. We assess integration and acceptance through (a) officer surveys pre‐ and postdeployment, (b) interviews with citizens who had recent police encounters, and (c) interviews with external stakeholders. We also analyze (d) officer self‐initiated contacts, (e) misdemeanor court case time to disposition, and (f) case outcomes. We found high levels of BWC acceptance across all groups. Officer proactivity remained consistent. Time‐to‐case disposition and the rate of guilty outcomes both trended in positive directions. Policy Implications Although the results of early research on BWCs showed positive impacts, the findings from recent studies have been mixed. Implementation difficulties may explain the mixed results. Planning, implementation, and management of a BWC program are complex undertakings requiring significant resources. The technology also generates controversy, so the risk of implementation failure is substantial. The findings from our study demonstrate that adherence to the U.S. DOJ BWC Implementation Guide can lead to high levels of integration and acceptance among key stakeholders.
Contentious debate is currently taking place regarding the extent to which public scrutiny of the police post-Ferguson has led to depolicing or to a decrease in proactive police work. Advocates of the "Ferguson effect" claim the decline in proactive policing increased violent crime and assaults on the police. Although police body-worn cameras (BWCs) are touted as a police reform that can generate numerous benefits, they also represent a form of internal and public surveillance on the police. The surveillance aspect of BWCs suggests that BWCs may generate depolicing through camera-induced passivity. We test this question with data from a randomized controlled trial of BWCs in Spokane (WA) by assessing the impact of BWCs on four measures: officer-initiated calls, arrests, response time, and time on scene. We employ hierarchical linear and cross-classified models to test for between-and within-group differences in outcomes before and after the randomized BWC rollout. Our results demonstrate no evidence of statistically significant camera-induced passivity across any of the four outcomes. In fact, self-initiated calls increased for officers assigned to treatment during the RCT. We discuss the theoretical and policy implications of the findings for the ongoing dialogue in policing.Nobody says it on the record, nobody says it in public, but police and elected officials are quietly saying it to themselves. This study analyzes 131 police-citizen interactions observed during Fall 2016 and coded through systematic social observation. We assessed how often officers use de-escalation tactics, factors associated with their use, and the relationship between de-escalation and calm citizen demeanor. We found officers frequently employed deescalation tactics, including the "respect" tactic of treating citizens in a respectful manner, the "human" tactic of getting on the citizen's level and reducing power imbalances, and the "honest" tactic of being up front about the facts of the situation. Officers were more influenced by citizen demeanor than demographics in their use of de-escalation. The use of several tactics, including "human" (reducing the power differential between the cop and the citizen) and "calm" (the officer making an effort to control his or her own emotions), was associated with calm citizen demeanor. Directions for future research on this important topic are offered.
