In Turkey, for the preliminary construction cost estimation, a notice, which is updated and published annually by Turkish Ministry of the Environment and Urbanism, known as “unit area cost method” (UACM) is generally employed. However, it’s known that the costs obtained through this method in which only construction area is taken into consideration have significant differences from actual costs. The aim of this study is to compare the cost estimations obtained through “multi layer perceptron” (MLP) and “radial basis function” (RBF), which are commonly used artificial neural network (ANN) methods. The results of MLP and RBF were also compared with the results of UACM and the validity of UACM was interpreted. Dataobtained from 232 public construction projects, which completed between 2003 and 2011 in different regions of Turkey, were reviewed. Consequently, estimated costs obtained from RBF were found to be higher than the actual costs with a 0.28% variance, while the estimated costs obtained from MLP were higher than actual values with a 1.11% variance. The approximate costs obtained from UACM are higher than actual costs with a 28.73% variance. It was found that both ANN methods were showed better performance than the UACM but RBF was superior to MLP.
Being uninformed about construction management as a result of deficiencies in civil engineering and architecture educational programs has negative effects on the quality and cost of construction projects. Therefore, this study attempts to determine the failures of civil engineers and architects as they relate to the sources of their insufficient management knowledge in construction management. A questionnaire survey method was used to collect data. Data representing civil engineers and architects in Turkey were collected from 1555 architects and civil engineers mainly employed in construction-related activities. The study found that, according to the surveyed engineers and architects, construction management courses were rarely included in undergraduate civil engineering and architecture programs in Turkey. A large number of participants stated that construction management course offerings were not sufficient during their education. A lack of construction management knowledge creates serious problems that affect the success of construction-related activities during these architects' and civil engineers' careers. Most civil engineers and architects wish they had taken courses on cost and time management, contract management, health and safety and quality management.
In today the importance of communication in the construction industry in the world is not known enough. Therefore, various defects are experienced in business processes. This is also valid for the construction industry. Losses due to lack of communication is an issue that is overlooked in the construction business. In this study, the construction and operating business to create awareness about the importance of communication and place of origin proposals have been made to minimize problems. In this respect firstly, communication problems in the construction sector were discussed. It is divided into internal and external business communication. In this study, it has been developed solutions to the construction firm's external communication. External communication stakeholders in the construction sector are defined and the communications of the enterprises with these stakeholders have been examined. The economic dimension of the problem that occurred communication origin were also discussed. It has been argued that communicationrelated problems have lost to business economies.
