RESUMENTranscurridos veinticinco años del inicio de la cooperación formal transfronteriza en Europa, con la puesta en marcha de la Iniciativa Comunitaria Interreg (1990), el presente análisis exploratorio plantea un modelo de análisis de la cooperación de "segunda generación" a través del estudio de la experiencia de la Red Ibérica de Entidades Transfronterizas (RIET), que desarrolla su actividad en el espacio de frontera de España y Portugal. El caso de la RIET nos permite constatar la construcción de un modelo de cooperación ampliado (formal-informal) y reforzado (isopoliteia y sympoliteia), denominado Europolis, basado en prácticas de gobernanza transfronteriza local, que contempla los procesos de cooperación transfronteriza desde ópticas de diversidad y flexibilidad. Para analizar el modelo se toma como ejemplo la construcción de la isopoliteia y la sympoliteia practicada por las ligas de ciudades en la Grecia clásica, y se aplica a la realidad de las redes de ciudades que ponen en marcha proyectos en las fronteras interiores de la Unión Europea, en nuestro caso, la RIET. El proceso de construcción europea, controlado por los Estados-Nación, ha generado dinámicas supranacionales de cesión de soberanía de esos propios Estados. La frontera, uno de los símbolos más perceptibles de la soberanía nacional, ha sido superada en términos físicos y económicos, aunque no jurídicos, gracias a la creación de la unión aduanera, primero, y del mercado único después. En este ámbito de la superación de fronteras, los actores locales y regionales han jugado un papel destacado, a través de la cooperación territorial y transfronteriza. Utilizando fuentes bibliográficas y fuentes documentales procedentes, básicamente, del European Navigator se analizan los orígenes de las primeras estructuras de cooperación, situadas en las riberas del Rhin, en Frisia y en los países nórdicos. Quiénes fueron sus actores, cuáles sus motivaciones, sus objetivos, sus características, su europeización, el papel de los Estados-Nación. La conclusión final nos lleva a sostener que, siendo cierta la constitución de nuevos espacios transnacionales, los objetivos que persiguen estas estructuras están más cerca del desarrollo económico local que de factores identitarios que cuestionen las soberanías nacionales existentes.
