ResumenEste documento analiza las implicaciones de los acuerdos del Fondo Monetario Internacional (FMI) en la pobreza en Colombia. Se demuestra que, durante las intervenciones, el Fondo asoció la pobreza, únicamente, con insuficiencia de ingreso, de ahí que sus intervenciones no redujeron la incertidumbre de los pobres; y aunque los indicadores de pobreza tuvieron una mejora, se sostiene que las posibilidades y capacidades reales de los pobres no mejoraron. Este artículo intenta develar la relación entre desigualdad-pobreza a partir de la exposición de elementos empíricos y teóricos, que permite, por un lado, plantear que la aproximación a ambos fenómenos ha sido generalmente aislada, y por otro, presentar una propuesta que muestra la importancia de reconocer la relación entre desigualdad-pobreza para mejorar el bienestar de la sociedad. Para validar la propuesta se hizo una simulación en la que se involucró la instrumentalización del coeficiente de Gini y las líneas de pobreza, y que mostró como resultado la existencia de la relación y que al aplicar mecanismos de redistribución, como limitar el umbral de tolerancia de la desigualdad de ingresos, se reduce la pobreza. Por ende, es imprescindible defender el derecho a vivir en una sociedad más igualitaria, puesto que la pobreza persiste, fundamentalmente, por la desigualdad.
La mayoría de los gobiernos del territorio nacional vienen anunciando, en los últimos años, descensos significativos de la pobreza como un éxito derivado de sus propios actos. Sin embargo, la percepción de los colombianos no concuerda con dichos descensos. Por ello, es pertinente establecer medidas complementarias, que tengan en cuenta la percepción de quienes se consideran pobres, con el propósito de erigir políticas públicas más certeras para mitigar y superar las consecuencias negativas de la pobreza. Este documento muestra una estimación de la línea de pobreza subjetiva, a partir de tres métodos, para la ciudad de Tunja en 2015, que permite evidenciar que el DANE subestimó la pobreza de la ciudad al menos en un 30 %.
Este artículo analiza los antecedentes relacionados con la pobreza y hace una síntesis de los principales elementos del fenómeno que permiten abordar el estudio del mismo. Para llevar a cabo esto, se sitúa temporalmente el comienzo de la pobreza en el mundo, lo que conduce, por un lado, a distinguir entre pobreza y desigualdad y, por el otro, a observar la forma como se ha intentado abordar el estudio y análisis del fenómeno de la pobreza, que aún sigue teniendo vigencia, puesto que el 40% de la población mundial sufre del mismo.
El artículo presenta la estimación de las elasticidades propias y de sustitución entre los insumos trabajo, materias primas, capital, gasto energético y otros gastos de producción para el sector industrial manufacturero de Colombia, la región central y el departamento de Boyacá. Las estimaciones se realizaron a través de la aplicación de funciones de costos translogarítmicas con datos para el periodo 1992 - 2018 de la Encuesta Anual Manufacturera (EAM). Dentro de los resultados se destaca el bajo nivel sustitutivo entre capital y trabajo en el escenario nacional, contando con una elasticidad de 0,08%; en el caso del departamento la relación fue complementaria, aumentos de 1% en el precio del capital se relacionan con una reducción promedio de 0,17% en la demanda de trabajo. Estos resultados muestran diferencias en la participación relativa promedio de los factores de producción en el costo total, lo que permite concluir que las dinámicas del sector industrial nacional, regional y del departamento son heterogéneas.
