Resumo: O cenário brasileiro das relações entre Estado e sociedade civil tem se reconfigurado ao longo das últimas três décadas, suscitando esforços da literatura especializada para diagnosticar tais mudanças mediante deslocamentos analíticos e revisões de pressupostos. Em diálogo com um diagnóstico recente de conjunto que recoloca algumas teses importantes na literatura e segundo o qual essa reconfiguração é uma passagem de um período histórico de autonomia plena dos atores sociais para um momento de interdependência com o Estado, o artigo desenvolve quatro contra-argumentos amparados em deslocamentos teórico-analíticos e metodológicos que, junto à extensa pesquisa empírica, marcam avanços no debate do país sobre as relações socioestatais. Os contra-argumentos partem do pressuposto da mútua constituição, ou codeterminação, entre Estado e sociedade civil e revisam criticamente os argumentos sobre a emergência tardia da sociedade civil no Brasil, seu nascimento sob o signo de uma não relação com o Estado e os partidos políticos, bem como sobre o advento da interdependência com o Estado no período pós-constituinte. No seu todo, o conjunto dos contra-argumentos mostra os ganhos analíticos de uma perspectiva centrada nas interações socioestatais e de uma compreensão relacional de autonomia tanto no plano da prática dos atores quanto no plano da teoria.Palavras-chave: interações socioestatais; Estado; sociedade civil; movimentos sociais; autonomia Abstract: The relationship between civil society and state has dramatically changed in Brazil along the last three decades. Civil society, social movements and participatory democracy literature have engaged in revising its underpinning assumptions in order to build a comprehensive diagnosis of such changes. This article presents a critical appraisal of the trends and theoretical innovations on the state-civil society contemporary Brazilian debate. It specifically examines a recent comprehensive diagnosis that updates some important conventional ideas about the Brazilian civil society. Such diagnosis describes and grasps the meaning of such changes as a historical shift between two moments: from an autonomous to an interdependent civil society vis-à-vis the state. We challenge such ideas from the standpoint of a relational and historical approach of state-civil society relation as mutually constitutive and drawing on an extensive literature review of both recent empirical studies on Brazilian civil society and sound grounded theory building diagnosis. We show that the ideas of the late birth of Brazilian civil society, the non relation between civil society, and political parties and the state during dictatorship, as well as the interdependence between them as a recent phenomena are conceptually and empirically flawed. Overall, we show the analytical benefits of an interactive and relational approach of state civil society interactions and autonomy.
ResumoO texto aborda as metáforas dramatúrgicas e as realidades teatrais evocadas pela performance do Movimento Passe Livre (mpl) e dos Comitês Populares da Copa (cpc). Inspirado pelas categorias de uma sociologia teatral, concentra-se nos eventos anteriores à eclosão das manifestações. Na análise são destacadas a dramaticidade da violência, a alta dose de contingência das performances públicas, bem como as modalidades organizacionais. AbstRActThe text considers the dramaturgical metaphors and the theatrical realities called on upon by the Free Fare Movement (mpl) and by the World Cup' s Popular Committees (cpc). Leaning on the analytical categories of a theatrical sociology, it focuses on the events prior to the eruption of street protests in June 2013 in Brazil. The analysis highlights the drama of violence, the high dose of contingency of social movements performances.
A multiplicação de experiências participativas visando ampliar o controle social sobre políticas e políticos tornou-se fenômeno relevante no Brasil e mundo afora. Neste artigo é apresentado um quadro analítico útil à comparação da diversidade da inovação democrática enquanto arquitetura da participação orientada para o controle social. Avaliar o alcance e as limitações dessas experiências, bem como identificar os fatores que aumentam ou obstruem sua capacidade, constitui um exercício particularmente fértil para sociedades nas quais foi arriscada a implantação de tais experiên-cias na expectativa de melhorar a qualidade das políticas públicas e de reduzir diversos déficits das instituições políticas que ordenam a vida de tais sociedades. Esse é especialmente o caso do Brasil, onde a institucionalização de experiências participativas colocou o desafio de desenvolver um campo de investigação sobre as chamadas "instituições participativas" e sua efetividade 1 .
O artigo analisa o enredo de gênero subjacente ao julgamento político que, por meio da acusação de 'mau desempenho', tirou Fernando Lugo da Presidência do Paraguai. Para tanto, se utiliza originalmente da noção de contramovimento e se inspira nas críticas feministas à dicotomia público-privado. Após apresentar as reações imediatas à destituição de Lugo, o artigo aborda os 'escandalosos' casos de paternidade presidencial, bem como a atuação de organizações 'pró-vida' agrupadas ao redor de 'Queremos papá y mamá'. Sublinha-se, nos casos analisados, a articulação entre padrões de gênero e valores religiosos, moldada pela matriz bélico-nacionalista de seus defensores. Argumenta que, com efeito, um 'mau desempenho' moral contornou e completou o julgamento do ex-presidente paraguaio. É sugerida, ao fim, a entrada tanto do par movimento/contramovimento quanto dos atores religiosos, e de seus impactos institucionais, na agenda das análises de movimentos sociais.
