Este artículo evalúa el desempeño de la economía mexicana durante seis sexenios de aplicación de la estrategia económica neoliberal (1983-2018), así como sus efectos en la distribución funcional del ingreso, el empleo y el bienestar social. Analiza los instrumentos de política económica de esta estrategia, en contraste con los instrumentos de la estrategia de desarrollo económico liderado por el Estado aplicada en México durante el periodo de 1935 a 1982, así como sus resultados: el PIB real de México creció 6.1% anual en el periodo de 1935 a 1982, mientras que en el periodo de 1983 a 2018 sólo creció 2.3% anual; y el PIB per cápita real creció 3.2 y 0.7% anual, respectivamente. El autor presenta también un análisis comparativo de la estrategia neoliberal aplicada en México con la estrategia heterodoxa de desarrollo aplicada en China durante el periodo de 1982 a 2018, contrastando sus resultados: en 1982 la economía de México era mayor que la de China; hoy la economía de China es 10 veces mayor que la mexicana. Finalmente, el autor presenta un sucinto análisis de los orígenes del neoliberalismo en México, su ascenso al poder en la década de los ochenta y los contextos internacional y nacional de este proceso.
Las funciones que la teoría del desarrollo asigna a la agricultura en el proceso del desarrollo económico, y el comportamiento de las principales variables económico-agrícolas de México durante el periodo 1947-1998, sugiere que el cumplimiento cabal y sostenido de dichas funciones -cuando se ha producido- ha estado asociado al despliegue de instrumentos eficaces de política agrícola. A partir de este marco -y considerando las realidades nacionales presentes, así como los márgenes de maniobra que México tiene en el entorno económico internacional- el artículo analiza las funciones que la agricultura podría desempeñar en el desarrollo futuro de la economía mexicana y propone los instrumentos fundamentales de política agrícola para el desempeño eficiente de esas funciones.
La reforma económica realizada a partir de 1983 en México redujo significativamente la participación del Estado en el desarrollo económico y liberalizó el comercio exterior. Los resultados reales de esta reforma en términos de crecimiento de la producción, de la inversión, del desempleo y el bienestar social, son muy cuestionables. Por ello, el autor recomienda una nueva estrategia económica que guarde un sensato equilibrio entre el mercado y el Estado, entre la protección comercial y el librecambio, entre el interés público y el interés privado, entre la productividad y el empleo, entre la eficiencia productiva y el bienestar social. Finalmente, el autor define los instrumentos fundamentales de política económica que conformarían la nueva estrategia propuesta
A partir de un estudio profundamente documentado, el autor demuestra las insuficiencias de la política neoliberal para resolver los problemas económicos y sociales del país, cuestionando el modelo basado en ajustes macroeconómicos que no lograron superar las dificultades que pretendían solucionar. En el ensayo se proponen medidas específicas para reconstruir la economía nacional ante el evidente fracaso del esquema neoliberal, a fin de iniciar una época de crecimiento económico sostenido.
Este artículo analiza importantes retos del desarrollo: generar suficientes empleos remunerados para los jóvenes que cada año buscan por primera vez puestos de trabajo; absorber gradualmente el enorme rezago de empleos dignos; mejorar la distribución funcional del ingreso vía incremento sostenido de los salarios reales; erradicar la pobreza extrema y reducir la pobreza moderada. Para superarlos, el reto crucial es lograr que la economía mexicana crezca a tasas mayores de 6% anual. Esto no puede conseguirse con la estrategia neoliberal, que apenas arrojó 2.3% de crecimiento anual durante los pasados seis sexenios. Un crecimiento económico a tasas asiáticas es factible mediante una certera estrategia de desarrollo.
