Regional Innovation Development as a Feature of Competitiveness in the XXI CenturyThe authors of this paper hypothesize that one of the most significant features of regional competitiveness in the global economy is innovation development and that through innovation application, underdeveloped regions can reduce the gap between them and leading regions and can in turn surpass leading regions. The purpose of the article is to verify this hypothesis, to determine the role and significance of innovation development in the provision of regional competitiveness and to identify ways to increase the competitiveness of underdeveloped regions through innovation application. The methodological basis of the research is comprised of a specially developed proprietary methodology for the evaluation of regional competitiveness and a modified factor analysis methodology for the determination of factors of regional economic growth using the "economic miracle" case for various regions. Through this study, the authors validate the proposed hypothesis and conclude that innovation development critically shapes regional competitiveness by determining the quality of economic growth. The proposed model for increasing regional competitiveness on the basis of innovation development presents new opportunities to increase the competitiveness of underdeveloped regions through innovation application.

The purpose of this work is development of the model of evaluation of efficiency of the use of resources in economy of regions of sparsely forested area, which allows offering a typology of zones in the region and performing zoning of territory depending on the efficiency of activities of structures which use forest resources. The offered model is peculiar for calculation of deviations of current income of state and entrepreneur from optimal income from the point of view of the most profitable use of lands. On the basis of the offered model, the typology for regions of sparsely forested area is developed, which includes four types of territories: high-profitable territoriescharacterized by minimal deviations of profitability of entrepreneur and state, due to which they are considered to be territories with wellbalanced use of forest resources in economy; profitable territories with emphasis on state's interest, where the deviation of profitability of entrepreneur is maximal, and profitability of state is minimal; profitable territories with emphasis on interest of entrepreneurs, where deviation of entrepreneur's profitability is minimal, and of state's profitability is maximal; lowincome territories, unattractive for forest use, where deviation of profitability of entrepreneur and state is maximal. This typology conforms to the task of formation of differentiated instrumentarium of well-balanced use of forest resources in territories' economy.
The paper discusses the topical issues of investment activities enhancement in the forest sector of the Russian economy by implementing the mechanism of priority investment projects in the field of forest exploitation – economic model of public-private partnership proposed by the forest owner (the State) for the private sector. The aim of the considered investment projects is the development of a timber-processing infrastructure, which is reliably provided with wood raw materials. It becomes possible to ensure certain preferences for businessmen that encourage them to invest money into the forest sector. Thus, the other objective is to develop recommendations for attracting investments into the forest sector of the Russian economy in the framework of priority investment projects. The paper analyzes a ten-year experience in the practice of applying priority investment projects in forest exploitation using an integrated approach to studying project management issues and method of comparison. The research identifies positive moments and a number of organizational and methodological shortcomings related to the development and implementation of investment projects in the forest sector of the Russian Federation. A number of areas contributing to the development of investment activities in forest exploitation is proposed.
