the paper review process is a highly important sensitive task for every scientific conference and journal. This task is done by professional jury and expert evaluators. After collecting the opinions of reviewers, the final decision is made usually by the related track chair. The difference among the reviewers in terms of their proficiency level, strictness and their relevance to the paper subject makes the final decision difficult. In this paper, a hybrid method is presented for combining the reviewers' votes based on their previous records at past conferences. This system can act as a decision support system for technical chairs of conferences and journals.
