Cuando se propone una zona como área natural protegida, por lo general la información que fundamenta la propuesta se basa más en el entorno biofísico, que en el contexto social y de gestión de sus recursos naturales. El presente trabajo se realizó durante mayo 2004 a junio 2005, con el propósito de analizar el proceso de aprovechamiento del laurel silvestre (Litsea glaucescens Kunth), una especie protegida, en “Sierra del Laurel”, considerada como una de las áreas prioritarias para la conservación en el estado de Aguascalientes. Se aplicaron entrevistas semiestructuradas a recolectores locales y habitantes de la región, con el fin de conocer las tendencias de aprovechamiento del recurso; se entrevistó a funcionarios de instituciones ambientales estatales y federales para conocer su postura frente al aprovechamiento de la especie, y se realizó un taller participativo con productores y recolectores para documentar su opinión sobre el estado que guarda la población del laurel silvestre. Las tendencias de aprovechamiento de la especie la han llevado a estar en peligro de extinción, ya que no existe una organización entre los recolectores, ni esquemas de aprovechamiento legales que permitan su regeneración. La falta de coordinación institucional ha contribuido a que los usuarios del recurso no tengan procedimientos adecuados de gestión, debido a la aplicación ineficiente de las leyes e instrumentos jurídicos para el manejo de los recursos naturales.
The absence of a consensus in the management of a community forestry enterprise can lead to inadequate management, inefficient use of resources and low competitiveness. To reverse this situation, it is important that people work in groups cooperating each other and achieving common goals, based on a set of shared informal norms and values called corporate principles. The objective of this research was to analyze the corporate principles of the forest communal enterprises in the Monarch Butterfly Biosphere Reservoir and their relation to the integration of the forest production chain and the conservation of natural resources. This research used structured and semi-structured surveys, a spatial analysis in a digital platform, and construction of a development index based on multivariate methods. Three enterprises with different levels of integration of the forest production chain were compared. Main findings showed that when the community enterprise integrates more segments into a forest production chain, members have better knowledge of the corporative principles. Forest community enterprises with higher productive integration have higher levels of conservation of their forestry, more economic benefits for their members and generate more social welfare for their community. It is recommended that public policies focused on forest communities should foster corporative culture to integrate adequately production chains of forest community enterprises.
Se describe la forma de aprovechamiento de tres Productos Forestales No Maderables (PFNM) en los bosques de montaña alta del centro de México: vara de perlilla (Symphoricarpos microphyllus), musgo (Thuidium delicatulum var. delicatulum) y hongos comestibles (reino Fungi). La investigación se realizó en el Área de Protección de Flora y Fauna Nevado de Toluca y en el ejido de San Bartolo Oxtotitlán, municipio Jiquipilco, Estado de México, a través de encuestas, entrevistas semiestructuradas, transectos por las rutas de extracción, muestreos aleatorios de flora y observación participativa. Los resultados mostraron que, en el caso del musgo, son personas externas a la comunidad quienes realizan su extracción y aprovechamiento; y, por tanto, los pobladores locales no reciben beneficios significativos por dicha actividad. Respecto a vara de perlilla su recolección la llevan a cabo unas cuantas familias de la comunidad, quienes son las principales beneficiarias. La recolecta de hongos silvestres comestibles es de libre acceso y la practican la mayoría de los pobladores locales; cabe señalar que, si bien, antes esta actividad se destinaba al autoconsumo, en la actualidad está transitando hacia la comercialización, a través de intermediarios. Las formas de aprovechamiento de cada recurso varían en función de su temporalidad, demanda y canales de comercialización.
En 2007, el gobierno del estado de Chiapas empezó a impulsar la producción de Jatropha curcas en La Frailesca, Chiapas para la producción de biocombustibles. Con el objetivo de determinar si dicha producción tiene ventajas comparativas y es competitiva sin apoyo del gobierno, se utilizó la metodología Matriz de Análisis de Política para analizar las siguientes tecnologías: 1) monocultivo en los primeros cuatro años, 2) monocultivo a partir del quinto año y 3) policultivo de Jatropha-maíz-cacahuate en los primeros cuatro años. Los resultados indican que los productores incurren en pérdidas por MXN $ 5050 ha-1 ha en los primeros cuatro años si la Jatropha se produce como monocultivo, y solo a partir del quinto año obtienen ganancia por MXN $14 719 ha-1. El productor obtiene ganancias en los primeros cuatro años por MXN $ 13 753 ha-1 cuando la Jatropha es producida en policultivo con maíz y cacahuate. El costo de los recursos internos es de 1.14, 0.37 y 0.47 en las tecnologías 1, 2 y 3 respectivamente, lo cual indica que la actividad cuenta con ventajas únicamente a partir del quinto año. La relación beneficio-costo fue 0.92, 1.95 y 1.76 para las tecnologías 1, 2 y 3 respectivamente; lo cual indica que la producción de Jatropha solamente es rentable en el largo plazo, a partir del quinto año, y que en los primeros cuatro años se debe producir de forma asociada con maíz y cacahuate para evitar pérdidas. La producción de Jatropha es rentable en Chiapas, por lo que es conveniente promover esta actividad.
El ejido Gómez Tepeteno tomó control del uso y manejo de sus recursos forestales maderables y no maderables en la década de 1970. Uno de los procesos más importantes al que ha tenido que poner atención es el desarrollo de capacidades del personal que participa en el aprovechamiento e industrialización de la madera y, más recientemente, en la adopción de procesos de innovación tecnológica. El objetivo del presente estudio fue analizar el proceso de innovación y formación de capital humano en la integración de la cadena de valor maderable del ejido. La investigación se realizó a través de entrevistas semiestructuradas dirigidas a actores clave, encuestas estructuradas a trabajadores de la industria forestal y observación directa de todas las fases productivas. Los resultados muestran que el ejido ha hecho avances importantes en el desarrollo del capital humano en las innovaciones siguientes: 1) uso de la forcípula electrónica para el cálculo de la cubicación y la documentación de madera en rollo, 2) aplicación de un sistema de control contable y financiero, 3) producción de madera estufada, tanto de madera aserrada propia como de maquila y 4) integración de un modelo de cadena de valor maderable. El ejido Gómez Tepeteno ha entendido que para el mejor aprovechamiento maderable debe generar sistemas permanentes de innovación tecnológica de procesos de corte e industrialización que implican inversión y capitalización en el corto, mediano y largo plazos.
