The Journal Impact Factor (JIF) is a single citation metric, which is widely employed for ranking journals and choosing target journals, but is also misused as the proxy of the quality of individual articles and academic achievements of authors. This article analyzes Scopus-based publication activity on the JIF and overviews some of the numerous misuses of the JIF, global initiatives to overcome the ‘obsession’ with impact factors, and emerging strategies to revise the concept of the scholarly impact. The growing number of articles on the JIF, most of which are in English, reflects interest of experts in journal editing and scientometrics toward its uses, misuses, and options to overcome related problems. Solely displaying values of the JIFs on the journal websites is criticized by experts as these average metrics do not reflect skewness of citation distribution of individual articles. Emerging strategies suggest to complement the JIFs with citation plots and alternative metrics, reflecting uses of individual articles in terms of downloads and distribution of related information through social media and networking platforms. It is also proposed to revise the original formula of the JIF calculation and embrace the concept of the impact and importance of individual articles. The latter is largely dependent on ethical soundness of the journal instructions, proper editing and structuring of articles, efforts to promote related information through social media, and endorsements of professional societies.
This article highlights the issue of wasteful publishing practices that primarily affect non-mainstream science countries and rapidly growing academic disciplines. Numerous start-up open access publishers with soft or nonexistent quality checks and huge commercial interests have created a global crisis in the publishing market. Their publishing practices have been thoroughly examined, leading to the blacklisting of many journals by Jeffrey Beall. However, it appears that some subscription journals are also falling short of adhering to the international recommendations of global editorial associations. Unethical editing agencies that promote their services in non-mainstream science countries create more problems for inexperienced authors. It is suggested to regularly monitor the quality of already indexed journals and upgrade criteria of covering new sources by the Emerging Sources Citation Index (Web of Science), Scopus, and specialist bibliographic databases. Regional awareness campaigns to inform stakeholders of science communication about the importance of ethical writing, transparency of editing services, and permanent archiving can be also helpful for eradicating unethical publishing practices.
Purpose: The article aims to study the foreign economic relations of the European Union countries and to identify problems and contradictions arising within the integration process. It also suggests approaches in terms of their further cooperation in the light of the growing geo-economic imbalances. Design/Methodology/Approach. In modern conditions, the problem of inequality between developed and developing countries of the European Union significantly affects the prospects for their medium-and long-term cooperation. In addition, the consequences of the first wave of the global crisis (2008-2011) did not allow the countries of the EU South to enter the growth path. On this basis, authors revealed a negative trend for the growth of public debt in almost all countries of the South within the EU, which could lead to destabilization of the entire integration process. As a theoretical and methodological basis, the article utilizes historicallogical, statistical, and comparative analysis, systemic and situational approaches for the study of foreign economic relations between the EU countries. Findings: Four sectoral clusters in the European Union are identified that can use the 'consolidation of sectoral clusters' mechanism in practical terms. As the study shows, these approaches will help smoothing out economic inequality between developed and developing countries of the European Union. Practical implications: Authors are considering the consistent application of horizontal and sectoral (industrial) approaches within the European Union, which will reduce inequality between the partner countries in the integration group. Originality/value. Since economic contradictions lead to the transformation of the integration group in the short and medium term, it is necessary to develop new approaches and mechanisms for foreign economic cooperation between the partner countries.
The study relevance is due to the fact that commodity lending is a fairly new procedure for agricultural producers in the state support. The study purpose is to diagnose the mechanisms of commodity lending in the livestock industries in the Samara region AIC and to develop methods for their optimization. Today, the current state of commodity lending is largely a prerequisite for the development of the economy and an integral element of the country’s economic growth. At the same time, we propose to introduce a system of control over the use of funds aimed at commodity lending, grants, subsidies, state support, to optimize the purposefulness of the received commodity lending funds, in order to prevent their further use for other purposes. The recommendations will contribute to improving the process of commodity lending to the AIC, both in the medium and long term. Competent organization of the commodity lending process will ensure the uninterrupted and effective work of the SUE SR “Veles”, the Ministry of Agriculture, agricultural producers in the field of commodity lending and, as a result, will strengthen the economy of the region as a whole.
В статье рассматриваются вопросы совершенствования институциональных и финансовых механизмов распределения национального дохода в системе госзакупок. В процессе научного исследования систематизированы инструменты распределения национального дохода в системе госзакупок. Важным инструментом повышения эффективности расходов авторы рассматривают систему госзакупок. В статье рассмотрены основные проблемы бюджетно-финансовой политики через призму системы госзакупок. Сферу закупок авторы считают инструментом регулирования бюджетных расходов, которая используется неэффективно. В статье рассмотрено понятие «институциональная ловушка». Повышение эффективности госзакупок рассматривается как процесс повышения управления и контроля, который отвечает процессам модернизации экономики. Систему госзакупок авторы рассматривают как инструмент повышения эффективности государственных расходов. Важными направлениями обеспечения экономической безопасности является повышение эффективности функционирования института государственных закупок, как инструмента распределения национального дохода. Проведение социально-экономических преобразований требует от государства более жесткого контроля в области госзакупок. Проблемы повышения эффективности расходов в рамках существующих бюджетных ограничений оказывают влияние на структуру бюджетных расходов, а соответственно, и на реализацию приоритетных направлений государственной политики. В статье представлены результаты исследования действующего механизма контрактной системы, который позволяет оценить эффективность бюджетных расходов. Предложены мероприятия по повышению эффективности контрактной системы как инструмента распределения национального дохода в системе госзакупок.
