IntroduçãoO anseio de concretização da sustentabilidade ambiental, usualmente, traz consigo a exigência de uma reformulação da própria democracia. Tal pressuposto ficou expresso no Relatório Brundtland, que deu surgimento ao conceito de desenvolvimento sustentável na década de 80. Como um dos objetivos para a realização de uma sustentabilidade ambiental global futura, o Relatório Brundtland propôs tornar o "desenvolvimento mais participativo" (BRUNDTLAND, 1991). Ao fazê-lo, o Relatório estabeleceu uma relação estreita entre democracia e sustentabilidade, sugerindo, com isso, que a concretização da última não poderia ser realizada sem uma reformulação da primeira. No entanto, a relação entre democracia e sustentabilidade ambiental não envolve apenas uma relação de simbiose, mas encerra uma série de desafios que nem sempre são reconhecidos por aqueles que acreditam numa associação quase que espontânea entre essas duas realidades. Na verdade, a questão sobre até que ponto a democracia liberal pode fornecer os meios adequados para tratar a crise ecológica e até que ponto temas caros ao ambientalismo podem ser vistos como compatíveis com a democracia liberal mantêm-se ainda hoje como objeto intenso de debate 1 . O propósito do presente trabalho é tanto o de rever os problemas que emergem do encontro que se pode estabelecer entre democracia e sustentabilidade ambiental como, também, por meio dessa mesma análise, examinar os possíveis elementos que podem pautar a construção de uma política democrática da sustentabilidade. No presente texto tomamos a obra de Anthony Giddens para avaliar a forma pela qual a questão ecológica veio a ser incorporada pela teoria social. Giddens se tornou nas últimas décadas num dos grandes nomes das ciências sociais contemporâneas e, no decorrer dos últimos anos, passou a ter uma intervenção importante no cenário político com sua proposta de construção de uma Terceira Via. Ao mesmo tempo, ao longo desse período, muitos trabalhos das ciências sociais passaram a expressar também um interesse cada vez maior pelo tema ambiental. Um fenômeno que pode ser visto até mesmo nos próprios trabalhos de Giddens onde iremos encontrar uma referência permanente aos temas do risco, perigo, segurança e de conceitos como desenvolvimento sustentável, modernização ecológica e sociedade de risco. Em razão desse quadro geral, parece pertinente avaliarmos o que um teórico social como Giddens tem a nos dizer sobre a crise ecológica contemporânea. No texto procuramos mostrar como esse tema se entrelaça com três fases distintas do pensamento do autor. Ao final, avaliamos brevemente algumas críticas que são endereçadas ao seu trabalho.
A possibilidade de se criar políticas de promoção à saúde, que olhem para um horizonte de longo prazo, depende da capacidade de gerar um ambiente saudável para as pessoas. Contudo, a criação destas políticas se depara com diferentes obstáculos que são examinados neste trabalho. Entre eles encontra-se a complexa relação que pode ser estabelecida entre saúde, sustentabilidade e políticas sociais. Embora todos esses tópicos tenham nas necessidades humanas um tema em comum, nem sempre a integração entre essas dimensões é considerada na literatura acadêmica. O trabalho examina alguns dos desafios que se apresentam ante a possibilidade de se pensar numa política social ecológica no século XXI.
