L’étude de cas proposée dans le cadre de cette contribution se situe dans le département des Pyrénées-Atlantiques, dans le sud-ouest de la France, limitrophe de l’Espagne. Ce département, dont une partie est intégrée au Parc national des Pyrénées, propose une vingtaine de routes thématiques et compte depuis 2008 un nouvel itinéraire appelé la Route géologique transpyrénéenne. Notre hypothèse de travail appréhende, par l’étude de cet itinéraire, le point de vue de l’aménagement touristique en étudiant sept équipements, disposés le long d’un axe routier préexistant à forte circulation et au sein d’espaces publics urbains.
En ces temps de confinement et de fermeture des frontières en
raison de la crise sanitaire mondiale du coronavirus, nous avons souhaité
observer le cas du tourisme en France. Depuis de nombreuses années, nous
enseignons et étudions la politique touristique de la France et ses évolutions.
Et cette conviction nationale d’être la première destination mondiale nous a
toujours stupéfaite. Nous pouvons lire, comme tout le monde, les chiffres des
entrées de touristes internationaux attestant de cette première place mondiale
mais, dans les faits, la situation ne nous paraît pas si simple. Depuis de
nombreuses années, voire des décennies, le tourisme en France est mal reconnu et
mal apprécié. Son observation n’est pas suffisamment performante et les échelles
d’analyse varient beaucoup selon les intérêts des uns et des autres. Notre
approche propose d’interroger, dans un premier temps, les décisions et les
annonces politiques, élaborées à la suite de la crise au niveau du tourisme.
Dans un deuxième temps, nous proposons d’analyser des concepts de mise en réseau
de sites patrimoniaux comme possible orientation de l’après-COVID.
