O artigo aborda a problemática da reeleição e de outras variáveis a ela relacionadas, como desistência, reapresentação e renovação. Inicialmente, discute aspectos conceituais e metodológicos. Depois, centra-se no caso da Câmara de Vereadores de Pelotas (RS), nos pleitos de 1982 a 2004, com o objetivo de identificar padrões e tendências que se mantêm ou se modificam no tempo, bem como realizar uma análise compreensiva dos significados políticos e institucionais desses fenômenos.
This paper deals with the reelection issue and other variables related to it, such as desistance of running, running again and parliamentary renewal. Initially, the conceptual and methodological aspects of this line of inquiry. Later, it is centered in the case of the Chamber of Councilmen of Pelotas (RS), in the elections of 1982 up to 2004, with the objective of identifying patterns and trends that remain or that are modified along the time, as well as carrying through a comprehensive analysis of the political and institutional meanings of these phenomena
O artigo versa sobre o fenômeno da reeleição nas eleições para prefeito no Brasil. Apresenta e analisa o resultado obtido pelos chefes do executivo de 62 municípios brasileiros (26 capitais e 36 que contavam com 200 mil eleitores desde o ano 2000) que buscaram a reeleição imediata, nos pleitos de 2000, 2004 e 2008. Pondera o índice de sucesso desses incumbents e, em caso de derrota, busca identificar quem consegue vencê-lo, em especial a presença de ex-prefeitos na disputa.
Introdução 1A carreira política é de alto risco, pois nenhuma conquista se mostra sólida e permanente. Os "políticos profissionais" estão sempre submetidos à possibilidade de perderem o "emprego", visto que os mandatos são renovados periodicamente. Para permanecer no "mercado", precisam passar pelo crivo do voto e, antes disso, ser indicados pelo partido. Em caso de derrota, devem procurar novos "postos de trabalho", como um cargo de nomeação e/ou esperar no mínimo dois anos por nova oportunidade nas urnas. Enfim, a construção da carreira é uma tarefa desafiadora, em que percalços e dissabores estão permanentemente no horizonte, razões pelas quais a decisão sobre o passo seguinte torna-se estratégica para minimizar ou eliminar eventuais fracassos, viabilizar sucessos, e, assim, garantir a manutenção na atividade.O artigo procura se somar à literatura que investiga essas questões no Brasil. No entanto, ao contrário da maioria dos estudos que está voltada aos membros do Legislativo (deputados federais, em especial), este tem como objeto a decisão relativa à continuidade da carreira tomada por titulares do Executivo, no caso os prefeitos das capitais estaduais eleitos entre 1996 e 2008. Busca identificar se procuraram novos postos eletivos, em caso positivo, quais foram eles e os resultados alcançados, com vistas a verificar a presença de alguma tendência predominante.Esse é um debate ao qual a ciência política vem se dedicando há algumas décadas. No caso do Brasil, um conjunto significativo de estudos atenta à circulação e ao recrutamento parlamentar, e procura calcular as taxas de desistência e reapresentação, de reeleição, renovação e retenção na Câmara dos Deputados, em uma série histórica ampla, que abrange de 1946 a 2010, ou diferentes recortes nesse intervalo, a depender do período em que a pesquisa foi realizada (W. Resumo O artigo discute o modo como a Ciência Política tem definido os novos partidos, com o objetivo aprimorar a construção desta categoria, de forma a torná-la metodologicamente apta a classificar as diferentes conformações institucionais que os partidos apresentam e, consequentemente, poder dimensionar os resultados que produzem nos sistemas partidários nacionais. Aborda especificamente o modo como devem ser considerados os partidos oriundos de transformação e/ou de sucessão de um já existente, aqueles surgidos em razão de cisão sofrida por legenda estabelecida ou de fusão entre partidos, assim como aqueles sem vínculos com qualquer partido vigente. A investigação se baseia na contribuição de diferentes analistas internacionais que se debruçam sobre a questão desde o final dos anos 1970, quando o fenômeno se tornou recorrente.

Enquanto um fala português e possui população estimada de quase 200 milhões de habitantes, o outro apresenta colonização espanhola e não chega a 3,5 milhões, dos quais aproximadamente 50% concentrados na capital, Montevidéu. O território brasileiro é cerca de 50 vezes maior do que o uruguaio, o segundo menor da América do Sul, com extensão equivalente a do estado do Paraná. Do ponto de vista de organização política, embora os dois adotem sistema presidencialista e representação proporcional, tem-se uma federação e um Estado unitário. Além disso, o Uruguai é detentor de um sistema partidá-rio classificado como institucionalizado, estável, consolidado e altamente nacionalizado, cujas mais tradicionais legendas são centenárias (partidos Colorado e Nacional), enquanto o Brasil não goza dos mesmos atributos. Enfim, em uma primeira análise, a magnitude dos contrastes não estimula a comparação, ainda mais no campo da política.1 No entanto, a contra-senso, o trabalho se propõe a empreender tal tarefa.O mote é o fato de ambos terem vivenciado alterações em seus sistemas políticos, no final dos anos 1990, que reduziram as diferenças institucionais O advento da reeleição dos chefes do executivo no Brasil modificou as estruturas de oportunidades de carreira dos políticos e as estratégias dos partidos, refletindo-se também nos índices de permanência e de renovação do legislativo. Igualmente, alterou os cenários institucionais e a dinâmica em que se processam os pleitos, ao incluir mecanismos de accountability e ao dar origem a aqueles em que o titular do executivo concorre à reeleição (incumbent) e a aqueles em que necessariamente há mudança, pois este não pode ou não quer se reapresentar. (Mainwaring e Shugart, 1997;Serrafero, 1997;Samuels, 1998;Jones, 1999; Meneguin e Bugarin, 2001;Ames, 2003; Anastasia, Melo e Santos, 2004; Mendes e Rocha, 2004; Meneguin, Bugarin e Carvalho, 2005; Nakaguma e Bender, 2006; Pereira e Rennó, 2007; Sakurai e Menezes Filho, 2008). No Uruguai, antes da reforma, a disputa departamental estava condicionada à nacional e praticamente não havia variação na votação dos partidos entre os dois níveis. Com a adoção de um calendário próprio, ampliou-se a possibilidade de a eleição municipal tornar-se uma competição autônoma, na qual o fator local ganha força.Este texto é o esforço inicial de uma pesquisa mais ampla cujo propósito é analisar comparativamente o impacto que essas mudanças têm causado nos sistemas políticos dos dois países, tendo como foco as disputas para prefeito no Brasil e intendente no Uruguai.
