The aim of the paper is to determine to what extent the strengthening of the transparency of the Ukrainian economy and its incorporation in international tax competition affects the tax policy of the country and the peculiarities of its tax system. In the study, the logical analysis of the direct and inverse relationship of changes in taxation with such manifestations of globalization, as the movement of capital and labor resources from Ukraine and to the country, is combined with an empirical (regression) analysis of the relationship between globalization and the main characteristics of the Ukrainian tax system. It is proved that the increase of incorporation of Ukraine in globalization processes, despite the reduction of taxes on the main factors of production, is accompanied by an increase in the general level of tax burden on the economy (tax rate). The above mentioned is a consequence of increase of other taxes, including excise, caused both by internal needs of Ukraine (conducting the policy of fiscal consolidation caused by large public debt, and increasing defense expenditures) and its international obligations (EU Association Agreement). The tax system in Ukraine is much stronger (about 25%) influenced by the general index of globalization in comparison with its subindex characterizing the economic component of globalization. Obviously, this is owing to the greater influence on taxation in Ukraine of other components of globalization such as political and social one. The results show that the growth of the globalization index is accompanied by rather expected effects such as reduction of corporate profit tax rates and personal income tax, transferring the tax burden from capital to labor and, to a greater extent, on consumption, improving business conditions in the context of tax payments, and specific increase in the general level of tax burden on the economy, significant losses of the state that is not so much from the reduction of tax rates as from the erosion of the tax base on income, which is the result of a combination of negative effects of external and internal factors; the threat of escalating the policy of low tax rates. It is recommended to the Ukrainian Government to focus increasingly on the tax evolution trends in post-socialist EU countries to strengthen Ukraine`s position in tax competition with this group of countries.
Вступ. Неоднозначність у оцінках результатів реформ державних політик та відсутність методологічного консенсусу щодо найбільш придатних підходів до ініціації й впровадження економічних реформ, а також подальше ускладнення інституціональних умов у глобальному та національному вимірах, потребують більш ґрунтовного висвітлення підходів до пізнання змісту, структури, технології впровадження й оцінювання наслідків реформ.Проблематика. Загострення протиріч та накопичення кризових явищ у функціонуванні світової економіки, потреби фіскальної консолідації та одночасного стимулювання економічного зростання національних економік в середньостроковій перспективі потребують виокремлення наукових підходів та напрацювання відповідних прикладнихаспектів найбільш транспарентного, підзвітного та раціонального проєктування національних інститутів реформ.Мета. Узагальнити, структурувати та систематизувати відомості щодо теоретичних та прикладних засад впровадження реформ державних політик у контексті удосконалення підходів до проєктування та оцінювання їхніх наслідків та визначити шляхи підвищення результативності економічних реформ в Україні.Матеріали й методи. Використано методи ретроспективного та порівняльного аналізу для визначення еволюції методологічного інструментарію теорії реформ; фактологічного аналізу — для обґрунтування плюралізму підходів наукових шкіл та міжнародних організацій до детермінації реформ, їх змісту та наслідків.Результати. Систематизовано підходи дослідників до аналізу реформ з акцентуванням важливості усвідомленнявикликів, пов’язаних із соціальними та перерозподільчими ефектами реформ, викладено підходи щодо структуризації стратегічних і тактичних аспектів реформування на основі виокремлення національних інститутів реформ.Висновки. Узагальнено теоретичні та прикладні аспекти дослідження й регулювання процесів реформ державних політик у глобальному й національному контекстах, запропоновано підходи до розвитку національних інститутів реформ.
Анотація. У статті обґрунтовано необхідність податкового стимулювання схильності приватного сектору до інвестицій у НДДКР в Україні в контексті забезпечення стійкого й динамічного економічного зростання на інноваційних засадах. Зазначено, що найпоширенішими стимулами в багатьох країнах світу є податкова знижка та податковий кредит на НДДКР, котрі в нашій державі не застосовуються. В ході розгляду можливості їх запровадження узагальнено досвід їх використання в країнах ЄС і ОЕСР та проаналізовано наявні підходи до формування їх елементів: визначення НДДКР для цілей оподаткування, складу кваліфікованих витрат на НДДКР як бази для розрахунку суми пільги, можливостей і механізму її відшкодування, обмежень у застосуванні. Доведено, що запровадження пільг для НДДКР і капітальних інвестицій з податку на прибуток підприємств, котрі безпосередньо пов'язують розмір пільги із сумою інвестицій, може бути альтернативою податку на виведений капітал, пропозиції щодо якого активно обговорюються в Україні. У статті наголошено на різних підходах наукової й експертної спільноти в Україні та Євросоюзі до реформу вання ПДВ. Якщо в публікаціях зарубіжних авторів основна увага приділяється таким актуальним аспектам реформування ПДВ, як забезпечення його відповідності вимогам інклюзивного економічного зростання, можли вості, умови та межі застосування внутрішнього зворотного (оберненого) механізму нарахування ПДВ, напрями трансформації податку в умовах цифрової економіки, то в Україні, поряд з обговоренням зазначених питань, періодично з'являються публікації, в яких піддається сумніву доцільність використання податку у специфічних умовах вітчизняної економіки та обгрунтовуються пропозицій щодо його скасування й заміни або податком з обороту або поєднанням цих двох податків. У статті здійснено критичний аналіз останніх публікацій подібного характеру й розглянуто підходи до удосконалення адміністрування податку в країнах ЄС. In article the distinctions in approaches of scientific and expert community in Ukraine and the European Union to reforming of the VAT are specified. It is noted that the publications of foreign authors focus on such relevant aspects of VAT reforming as ensuring its compliance to requirements of inclusive economic growth, the possibilities, conditions and limits of application of the domestic reverse charge mechanism, the directions of tax transformation in the digital economy. In Ukraine, along with the discussion of these issues, periodically appear publications, in which the expediency of using the tax in specific conditions of domestic economy is questioned, and proposals for its abolition and replacement are substantiated either with a turnover tax or a combination of these two taxes. The aim of article is the critical analysis of arguments against the need for further use of VAT in Ukraine and description of approaches to its reforming in EU countries directed to the solution of the same problems which also are relevant for Ukraine-tax evasion, fraud, aggressive tax planning. Among such approaches, in addition to the reverse charge mechanism, which has now evolved from its application in separate operations to introduction the generalised reverse charge mechanism on a temporary and voluntary basis, also analyzed the mechanism of split payments, real time VAT invoice reporting, electronic data transmission requirements and launch of electronic audit. According to the results of the comparative analysis of fiscal efficiency of VAT in Ukraine and the EU countries, it is indicated that the tax can be effective both in resource intensive and highly productive, and in more or less open economies. Introduction. Inclusive economic growth in Government’s Action Program is proclaimed as a strategic priority for the development of the Ukrainian economy, which makes it urgent to study the ways to secure it. An important role in ensuring inclusive growth is played by the state tax policy including income taxes due to both the ability of taxes to influence on the distribution of income and wealth in society, and the possibility of using them to stimulate more productive labor, improve skills, and obtain education. Purpose of the article is to identify the ways to reform income taxes in the process of forming and implementing tax policies for inclusive growth. Results. The study showed that developing income tax design that meets the requirements of inclusive growth seems to be quite difficult, since its model, which is considered the least economic efficiency (progressive income tax), is the most fair, while the least fair model (proportional tax) is the most economic efficiency. Therefore, the process of approximating various models of personal income tax to the needs of ensuring inclusive growth involves solving various problems: for a progressive tax – finding ways to increase efficiency (primarily employment incentive tools, which is a key factor for building an inclusive economy), for proportional tax – the tools of increasing equity, for personal and corporate taxes on capital income – a combination of the measures directed to increase both equity and efficiency. The tools proposed by financial science for the fulfillment of these tasks and approaches to their practical application in the EU countries are identified. Conclusions. While financial science offers a wide range of tools that can help create income taxes that meet the goals of inclusive growth, each country should choose those tools that can be effective under its conditions. In the course of such choice the numerous factors influencing effectiveness of tax measures in a particular country should be taken into account.
