UPTD Pasar is a technical implementer of the Trade Office in managing the Bina Usaha Market in Johan Pahlawan District, West Aceh Regency. This study looks at performance through the UPTD Market through productivity, service quality, responsiveness, responsibility, and accountability. The method used is descriptive qualitative through interviews with related sources such as the head of the Bina Usaha Market Unit, traders who sell at Bina Usaha Market, and the community as users or consumers at the Bina Usaha Market. The results show that the Market UPTD has been effective in managing the Bina Usaha Market Meulaboh because it has put forward the aspects of responsiveness, responsibility, and accountability that can be seen through achievements in the current performance of the UPTD Pasar. Good service results in satisfaction from market users. However, UPTD Pasar also still has shortcomings in terms of productivity and service quality. This can be seen from the lack of employees and supporting facilities in managing the Bina Usaha Market in Meulaboh.
Aceh as a special autonomous region according to the mandate contained in the Aceh Government Law (UUPA) No. 11 of 2006 which gives authority to Aceh,one of which can form a local party and regional regulations (qanun) themselves. The specificity of Aceh is the result of reconciliation between the Free Aceh Movement (GAM) and the Indonesian Government in an effort to resolve endless conflicts. After a conflict resolution effort is realized, to supervise and participate in carrying out the cousre of the UUPA the GAM ex-combatants are now participating in politics which is a better alternative in seeking justice and the rights of the people of Aceh. Therefore, this study aims to find out how much the influence of former GAM combatants on politics in Aceh and the indicators used to enter the political system in Aceh, especially in the districts of West Aceh and Nagan Raya. The methodology used in this study is the qualitative research methodology, with the descriptive approach expected in this study the results found are, in the form of conclusions and suggestions that can build both for former GAM combatants and for the community in their involvement in political implementation in Aceh. Primary Tax Office Meulaboh (KPPP) has an important role in improving the performance of public services in terms of extension function, service, and supervision to taxpayers. If seen from the function of the Primary Tax Office Meulaboh it is helpful to the Directorate General of taxes in awaken the importance of taxes to the public. The problem in this research is how the performance of Primary Tax Office Meulaboh in increasing interest taxpayers. The purpose of this study is to determine the performance of Primary Tax Office Meulaboh in increasing interest taxpayers. The research method used in this research is qualitative research method with descriptive approach. The source of data in this study consists of primary and secondary data. Then the technique of collected data used interview, observation and documentary. The location of this study was conducted in the Primary Tax Office Meulaboh West Aceh. Based on the results of research in the discussion KPPP Meulaboh in improving performance attract taxpayers. First, productivity KPPP Meulaboh not achieve results in accordance with the vision and mission of the grounds are still no customer complaints. Second, the quality of service KPPP Meulaboh also not yet maximal, the reason there are still many queues. Third; The responsiveness of KPPP Meulaboh is not good, the responsibility of KPPP Meulaboh still not maximal in giving the requirement for the taxpayer. Further Accountability KPPP Meulaboh give good results, because the responsibility is carried out according to the procedures of KPPP Meulaboh. With Reconstructed of leadership model in triple helix implementation become the most important with the context of integrated nationality of Republic of Indonesia, post-reformation of leadership in Indonesia occurred drastically changing in leadership. The purpose of this research is to know the licensing mechanism to install billboards, to knowwhat constraints faced by the Office of Integrated Licensing Service (KPPT) in licensing to installbillboard and to know the strategy of supervision on the implementation of advertisement byKPPT in West Aceh regency. The method used in this research is descriptive research methodwith qualitative approach. Selection of informants in this study carried out by purposive samplingmethod is a technique of sampling data sources with certain considerations. The informants inthis study were Head of Program and Information (KPPT), Petitioner of License (Public),Regional Financial Management and Wealth Official (Additional Informant) and Satpol PP(Additional Informant) with total of informant ie 7 people who made sample in this research .Based on the results of research indicate that the service procedure at KPPT when viewed fromthe aspect of simplicity, clarity and certainty of requirements as well as details of retribution fee(Tax), legal certainty, responsibility, completeness of facilities and infrastructure and ease ofaccess. Obstacles faced by the KPPT, among others, due to the large number of people who takecare of the billboard permit and the society did not complete the requirements requested so thatthe process of issuing the permit to establish a billboard become obstructed. Strategy ofsupervision on the implementation of advertisements is to follow up unlicensed billboards.Keywords: Analicys, Installation Permit Mechanism Billboards, KPPT.
