ResumoOs processos de formação de áreas de pobreza nas periferias urbanas são fenômenos multifacetados, compostos pela influência de numerosos agentes com ações estratégicas e vinculados à diferenciação e à segregação socioespacial. Ciclos de crescimento e redefinição do valor da terra inserem a forma urbana nesse contexto, ampliando a segregação, influenciando a configuração dos processos sociais e espaciais em momentos posteriores e compondo fenômenos efetivamente dinâmicos. A teoria articulada para descrever esses fenômenos tem apresentado caminhos diversos que, geralmente, ignoram convergências, as quais este trabalho busca favorecer. Para tanto, articula-se a teoria da urbanização contemporânea com relatos empíricos da urbanização latino-americana, de um lado, e, de outro, busca-se vincular a economia urbana heterodoxa de Abramo com ferramentas da teoria da complexidade para descrever processos sociais dinâmicos de formação de pobreza e periferias em cidades latino-americanas. Indicam-se, ao final, diretrizes para avanço no tema da pesquisa, considerando redes socioespaciais complexas, emergência da base para o topo e heterogeneidade dos agentes. Introdução Pobreza e urbanização parecem estar associadas ao desenvolvimento das cidades, apresentando, contemporaneamente, novas dinâmicas que têm atraído atenção de pesquisa e reflexão acadêmica, além de suscitar desafios para a gestão das cidades em escalas sem precedentes. Nesse caminho, o artigo em questão busca reconhecer o papel desempenhado pela desigualdade e, em especial, pela pobreza no crescimento urbano contemporâneo, partindo da premissa de que existe um modo de produção de urbanização prevalente que contrasta afluência e qualidade da urbanização com carências múltiplas e crescente exclusão socioeconômica, mesmo que estas sejam matizadas por caraterísticas locais das diversas cidades latino-americanas. PalavrasEste texto é resultado de investigação que se debruça sobre a urbanização da região nas últimas décadas para observar os agentes responsáveis pelo crescimento urbano, suas contribuições e características específicas para os fenômenos da urbanização e da pobreza, além de considerar o conflito, a competição e a colaboração presentes nas suas inter-relações, à luz de avanços teóricos ligados às teorias da complexidade e sua aplicação aos estudos da urbanização. Ao final, a pesquisa sugere diretrizes teórico-metodológicas para o tratamento da pobreza e da desigualdade no estudo do crescimento urbano, considerando a urbanização contemporânea, a economia urbana heterodoxa e as teorias da complexidade. How just are risk responses that worsen vulnerability in the long term? Should the urban poor be left with self-reliance when facing hazards in the Anthropocene? This research investigates urban development and vulnerability in the Anthropocene. While it is known that informal settlements face greater hazards than most urbanized areas, there are different landscapes of risk. The analysis explores divergent risk-response strategies among households according to their residents’ risk perception and response capacity in two different landscapes of an urban delta using logit regression models. These models evaluate the associations between 14 response options to floods and control for factors of income, age, number of residents in the household, location, access to vehicles, and self-identified ethnicity. This study uses data from the Living with Floods Survey by the World Bank to investigate risk responses to the 2015 flood in the Jacuí River delta. The analysis considers a large sample of households (n = 1451) in informal settlements. The results show the intense influence of income on location choice and response capacity. We also found that income is a more robust social descriptor of response capacity than age or ethnicity. Risk perception proved limited in determining response strategies and can be associated with resignation to losses from floods. We argue that these results suggest trade-offs between short- and long-term responses to hazards in informal settlements in coastal and delta regions, which link adaptive behavior to environmental justice.
The early 2000s witnessed an explosion of available geographical information made possible by Web 2.0 technologies that include Volunteered Geographic Information (VGI), a set of methods that brings user contribution to the center of geographic information acquisition. These methods increase the capacity of community-driven and local initiatives to create geographic information and close existing data gaps in authoritative sources. Informal settlements constitute an example of where a major vacuum exists, as maps are often incomplete, outdated, or imprecise. However, quality issues regarding VGI frequently arise, as do questions on citizen participation and empowerment. This study explores how different VGI approaches support citizen participation and user empowerment, in tandem with the opportunities and limitations of VGI to map informal settlements in Latin America. We propose a VGI comparison framework to evaluate citizen participation in two informal settlement mapping projects in São Paulo and Mexico City. Such a framework includes four assessment categories: 1) required material resources; 2) required geographic information system (GIS) literacy; 3) user agency; and 4) involvement of research subjects. The results demonstrate that higher citizen involvement in São Paulo stems from the inclusion of residents through participatory mapping methods. Conversely, Mexico City's case demonstrates how crowdsourcing may happen irrespective of and contrary to the goals from those represented in the data. We suggest that VGI is a powerful tool for generating timely and precise data on informal settlements, but research subjects should have agency over geographic information about them.
Este artigo apresenta uma reflexão sobre o padrão de urbanização do município de Lajeado/RS a partir da relação entre densidade e infraestrutura. Ele apresenta revisão sobre os parâmetros de qualidade de infraestrutura segundo a literatura científica e boas práticas de planejamento. Adicionalmente, como método de estudo, apresenta análises das infraestruturas indispensáveis à qualidade de vida, suscitando uma reflexão acerca dos contrastes encontrados nos bairros do município. Ademais, observa-se, na cidade, uma malha urbana dispersa e fragmentada, que concentra contingentes populacionais em porções relativamente pequenas, quando comparadas à sua área total. Percebe-se que a infraestrutura encontrada é proporcional à densidade populacional de cada bairro e que a forma de crescimento da cidade tem reflexo direto em sua infraestrutura e sistema de mobilidade.
