The scientific document’s (published in USSR (until 1991) then in Russia) flow included in the SCOPUS database Subject Area «Pphysics and Astronomy») for the period 1980-2020 is considered. It is shown that the flow dynamics development, in general, corresponds to the dynamic’s development of this branch world flow, and the share of the Soviet / Russian part of it, without ever falling out of the “top ten”, is increasing, reaching the third place among all participants by 2020. The number of documents types included in this flow varies from three to ten, but more than 90% of the total is always document types: the journal article and conference proceedings, publication. From so these two types of documents are considered below. The analysis revealed a quantitative increase (after 2018) in the share of conference proceedings, with a corresponding decrease in the share of journal publications. The point of view was verified that this is a purely Russian feature associated with taking into account the results of scientific work, however, a similar trend was revealed in the world publication’s flow and in the publications flows of a number of another countries, although in the Russian publications flow it is more pronounced. In general, this phenomenon requires a special additional study. Next, the citations of journal articles included to the Russian document’ flow were analyzed. Citations for three publications flow (1980, 1990 and 2000 years) were analyzed separately. This analysis showed a noticeable decrease in the number of uncited documents in the flow of 2000, which indicates a general interest in Russian publications increase. At the same time, it was found that a twenty-year period is not enough to get a complete picture of documents citing for a certain year of publication, included to this interval. A separate analysis of the citing for published documents with and without foreign co-authorship was carried out. `It has been established that the uncited documents percentage among documents with foreign co-authorship is significantly lower, and the average citation is significantly higher. The citing documents authors affiliation for citing Soviet/Russian publications was also analyzed. It was found that more than 80% of citing documents do not have authors with Russian affiliation. At the same time, among the first three affiliation countries for the citing documents authors of all publications of the three years under consideration are the USA and Germany, as well as (once) Japan and China.
The article considers the system of information support of Russian scientific research in the field of natural sciences process. It’s gradual creating and development based on the creation of hybrid scientific library, using both the local (located directly in the library) traditional collection, and collections of electronic full-text media available remotely to the library patron and being a virtual part of the whole library collection.The article deals with the use of scientific journals (mainly foreign) as the most important part of the scientific resources required by Russian scientists’ access. The analysis is based on the Library for Natural Sciences of the Russian Academy of Sciences (one of the leading scientific libraries in Russia) example.The mentioned process started in the last centuries 1990s, and, as shown in the article, passes through several stages. From the very beginning, the process required for the libraries to unite into associations for the electronic resources joint use. These associations took, in accordance with international experience, the form of library consortia. At the first stage, consortia were created to bring together several libraries to access the electronic resources of a single foreign library.This system turned out to be viable, but rather cumbersome for a library (for effective work a library has to be a member of several consortia, which turned out to be non-technological). At the next stage, a single consortium was created with the support of the Russian Foundation for Basic Research — Scientific Electronic Library RFBR. Further development required the direct state on the one of the Ministry of Higher Education and Science projects basis support. This process went through several development stages (using as a project operator consortium NEICON, the RNPLS&T and again RFBR — at another level of organization and funding).As a result, by 2020 the providing mainly information support for the work of the main mass of scientific and educational institutions in the specified field system was created and debugged on the practical level. By the early 2020s, the work had entered a more or less stable working mode.The issues requiring an urgent solution are the lack of an insurance copy of resources purchased abroad, which creates an uncertain situation in the event of the relationship with the resource owner termination, and the absence, in full, of a similar access to Russian scientific resources system, if their publication rights, in part, have been transferred to foreign publishers.
Scientific reviews are a publications type, which is very important for the world scientific community. This article considers reviews positions in the world publication flow (within the database «Wed of Science Core Collection» (WoS CC) array) for six natural sciences research areas (physics, chemistry, mathematics, geology, biology, computer science) during the period 2010–2019 for the leading countries of the world and Russia. The article considers additionally this type documents citation specialties depending on the research area.By means of the WoS CC database, bibliometric parameters of publication flows of scientific reviews for the six mentioned research natural sciences areas were determined: the number of records, it’s percentage in the total publication flow, the place of Russian reviews in the world flow, the average citation rate, the proportion of not cited records, the period of active citation. The dynamics of changes for these parameters over time (2010–2019) is considered.The article establishes the following features of scientific reviews, as a specific publication type:the percentage of reviews in both the world and Russian information flow is relatively small, it significantly depends on the research area, but over time it increases for all research areas;the trends of changes for the Russian reviews flow over time and in all research areas, follows world trends;Russian reviews occupy places, in terms of quantity, from 6–9 to a place in the fifth ten in the world array of WoS CC documents (depending on the year and research area), but they show a large spread in average citation terms. Sometimes, Russian reviews average citation is approaching and even exceeds the world average citation for some years and some research areas (and sometimes significantly);the non-cited reviews publications share is significantly lower than even for articles (the most cited type of publications);the reviews active citation period reaches 9–10 years and is significantly longer than (from some publications opinion) for scientific publications in general.
