We analyze the impacts of pollution on fishery sector using a dynamical system approach. The proposed model presupposes that the economic development causes emissions that either remediate or accumulate in the oceans. The model possesses a block structure where the solutions of the rate equations for the pollutant and the economic activity act as an input for the biomass and effort equation. We also account for distributed delay effects in both the pollution level and the economic activity level in our modeling framework.The weight functions in the delay terms are expressed in terms of exponentially decaying functions, which in turn enable us to convert the modeling framework to a higher-order autonomous dynamical system by means of a linear chain trick. When both the typical delay time for the economic activity and the typical delay time for the pollution level are much smaller than the biomass time scale, the governing system is analyzed by means of the theory for singularly perturbed dynamical systems. Contrary to what is found for population dynamical systems with absolute delays, we readily find that the impact of the distributed time lags

It is difficult to manage resources allocation and pollution in a multi-regional country with mutually competitive relations. This work therefore intends to propose an optimal control model for the management problem. Through introducing the union utility function to model competitive interactions, we construct an integrated economy, resource, and environment macroeconomic model according to the social practices in the country with some competitive regions. Numerical procedures are proposed to search for the optimal energy policy and antipollution strategy of the model. As shown, an optimal fair tradeoff between efficiency and equity can be balanced for each region in the country. More important, the model verifies the importance of the role of government for management problems in a country with complex internal competitive relations.

Optimality and sustainability of hybrid limit cycles in the pollution control problem with regime shifts

In this paper, we consider the problem of pollution control in a system that undergoes regular regime shifts. We first show that the optimal policy of pollution abatement is periodic as well, and is described by the unique hybrid limit cycle. We next introduce the notion of an environmentally sustainable solution, and demonstrate that such a policy is the only one that yields the best possible trade-off between steadily achieving profit and ensuring environmental preservation. In contrast to that, the policy that is not environmentally sustainable eventually enters stagnation. To further illustrate our findings, we compare the optimal periodic solution with a myopic one. Interestingly enough, the myopic solution yields higher overall payoff in the short-run, but completely fails in the long-run, while the environmentally sustainable policy yields maximal payoff and preserves the environment over the infinite time interval.
