Vulnerability Assessment of Water Resources Systems in the Eastern Nile Basin

Abstract: Planning effective joint development programs in shared river basins is thought to become better when such programs are preceded by integrated studies. This paper aims to provide such a study through a situation analysis with regard to the vulnerability of water resources systems in the Eastern Nile Basin (ENB). The focus was on using internationally recognized indicators and indices that can provide an insight about the situation in the region in a concise and illustrative fashion. A framework for assessing v… Show more

“…Based on grading criteria principles, statistical data on the provincial levels and grading criteria in widely accepted studies [11,24,25] are summarized in order to provide comparative references for our research area. Some grading criteria can be directly obtained from development plans of Shandong province [64].…”

“…Grading criteria of indictors I1-I3, I6, I9-I10, I15 can be directly obtained from development plans of Shandong province. The rest are acquired according to grading criteria principles [63], grading criteria in existing studies [11,24,25] and statistical data on the provincial levels. Each indicator can be divided into 4 levels (I, II, III, IV) indicating "sustainable", "critical sustainable", "unsustainable", and "totally unsustainable" situations, respectively.…”

“…The unbalance between the insignificant water availability and excessive water extraction cause harmful consequences to basin stability and regional development. Hence, an adequate water supply is often considered as a question of national survival for many Nile riparian states [21]. In addition, water use in the Nile basin causes a potential source of conflict that overshadows many other types of collaboration.…”

“…Obtaining data over a spatial scale as large as the CRB comes with several caveats and challenges including biases in data collection and transformation, interdependence among indicators used, mismatches in spatial and temporal scales, and reporting of data at the most relevant scale. First, many other potential variables could have been used to reflect water vulnerability (e.g., Hamouda et al, 2009). For example, we omitted water resource management variables such as water withdrawals from the mainstem Columbia River.…”

“…Chaves and Alipaz (2007) developed a function to assess the water sustainability index of a medium-sized river basin in Brazil using four indicators: hydrology, environment, life, and policy. Hamouda, El-Din, and Moursy (2009) assessed water resource vulnerability in the Eastern Nile River basin using 31 indicators, including hydrophysical and socio-economic indicators. Jun, Chung, Sung, and Lee (2011) quantified water resources vulnerability indices under climate change scenarios in several sub-basins of the Han River basin in South Korea.…”
