Periodically, organizations need to change the quality management aspects of processes and products in order to suit the demands of their internal and external (consumer and competitor market) environments. In the context of the present study, quality management changes involve tools, programs, methods, standards and procedures that can be applied. The purpose of this study is to help senior management to identify types of change and, consequently, determine how it should be correctly conducted within an organization. The methodology involves a classification model, with multicriteria support, and three organizational change ratings were adopted (the extremes, type I and type II, as confirmed in the literature, and the intermediary, proposed herein). The multicriteria method used was ELECTRE TRI and the model was applied to two companies of the Textile Local Productive Arrangement in Pernambuco, Brazil. The results are interesting and show the consistency and coherence of the proposed classification model. KeywordsChange management. Total quality management. Multicriteria decision.

Since its conception ELECTRE TRI has been widely used to deal with several problems in the problematic of sorting. However, the inherent limitation of this method lies in its working with only one decision-maker. Currently there is an ELECTRE TRI version that can be used with multiple decision-makers, but it lacks the tools to deal with non-cooperative situations. Thus, this paper puts forward a negotiation procedure to be applied when using ELECTRE TRI. The procedure was inspired by the last-diminisher procedure and a version of the Nash Demand Game, Divide-the-Dollar, in order to establish an envy-free Nash Equilibrium and to control greed. The method establishes a negotiation process between decision-makers, in order to define each player's degree of participation in determining the values of the ELECTRE TRI criteria, weights and parameters. Each parameter is divided into negotiable shares that will be distributed by means of the negotiation procedure, which represents the degree of participation of the decision-maker's preferences.

A identificação das competências essenciais pode trazer uma série de benefícios para a organização. Esses benefícios são a identificação de atividades passíveis de terceirização, a construção e manutenção de vantagens competitivas, o foco em atividades essenciais, entre outros. O objetivo desse trabalho é apresentar uma forma de avaliação das competências essenciais da organização (e consequentemente da possibilidade de terceirização ou não) baseada em métodos de decisão multicritério. Para isso construiu-se um referencial teórico sobre competências essenciais e sobre o método de decisão multicritério ELECTRE TRI, e também um caso ilustrativo para entendimento do processo decisório. Os resultados mostram que o método ELECTRE TRI é adequado ao problema estudado, podendo auxiliar as organizações a realizarem avaliações de forma mais estruturada.Palavras-chave: Competências essenciais, Métodos de decisão multicritério, Categorização, ELECTRE TRI. ABSTRACTThe identification of core competences can bring benefits to the organization. These benefits can be understood as: identify activities that can be outsourced, help to acquire and sustain competitive advantages, focus on core competences, among others. The objective of this work is to present a way to identify the core competences of the organization (and consequently to evaluate the possibility of outsourcing activities) based on ELECTRE TRI, a multi-criteria decision making method. To achieve this goal we conduct a literature review about core competences and the ELECTRE TRI, and an illustrative example of the decision problem. The results shown that the ELECTRE TRI method is appropriate to help decision makers to identify the core competences of the corporation.
