Using game theory to stimulate provision of local public facilities

Abstract: Purpose The purpose of this paper is to study how the central government can use well-known game-theoretical concepts in order to stimulate provision of local public facilities. Design/methodology/approach The authors use the classical adverse selection framework to discuss how the central government can use investment transfers as efficiently as possible to stimulate increased provision of local public facilities. Findings The benefits of local public facilities, such as kindergartens, schools, and primar… Show more

“…Some local governments have provided efficient and responsive services, whereas others have burdened the local economy with administrative uncertainty, inefficiency and extortion. The delegation of authority from central to local governments is aimed not merely for financial affairs but also for the realization of quality apparatus and good service (Gauteplass and Hopland, 2017).…”

“…Furthermore, De point to analyses with different effects in the short and long run. Of particular relevance for investment are potential spillover investment effects between municipalities, a point also made theoretically by Gauteplass and Hopland (2017). For EU countries, the regional effects are smaller than effects measured at the country level, suggesting positive spillover effects from investments.…”

“…In this formulation, the problem is linear in the decision variable and the solution is one of two possible corner solutions. If the discount rate is largest, it is optimal to postpone maintenance as long as possible, as the Bohn (2007), Borge and Hopland (2012), Drazen and Eslava (2010), Fiva and Natvik (2013), Gauteplass and Hopland (2017), Glazer (1989), Helland and Sørensen (2008), Rosen (1989, 1993), ), Holtz-Eakin et al (1994, Hopland (2015) and Natvik (2013) Optimal maintenance modeling Establish and apply optimization models for maintenance scheduling in various settings, e.g. for machines Bensoussan and Sethi (2007), Cavalcante et al (2018), De Jonge and Jakobsons (2018), Jiang (2009), Kamien and Schwartz (1971), Li et al (2016), Maillart (2006), Park et al (2018), Rebaiaia et al (2017), Sidib e et al (2017) and Smith and Hinchcliffe (2004) Optimal life-cycle analysis of public buildings Use insights from the optimal maintenance modeling literature to establish and apply optimization models specifically adopted for life-cycle analysis of public buildings Hopland and Kvamsdal (2016) and Hopland et al (2019) Table 3.…”
