Using a Process Approach to Pandemic Planning: A Case Study

Abstract: The purpose of this article was to demonstrate the difference between a pandemic plan’s textual prescription and its effective processing using graphical notation. Before creating a case study of the Business Process Model and Notation (BPMN) of the Czech Republic’s pandemic plan, we conducted a systematic review of the process approach in pandemic planning and a document analysis of relevant public documents. “…Two sequential objectives were achieved by reference. 34 Such objectives are to examine the related literature while systematically focusing on a process approach used in pandemic planning and analyse the pandemic research and prepare a case study for the Czech Republic's pandemic plan using a process approach. Reference 35 presented a deep model approach based on a multilayer long short-term memory network for forecasting medical equipment demand and spread the virus during the COVID-19 outbreak.…”

“…Considering the medical waste management during the pandemic, reference 33 developed a novel model called mixed‐integer linear programming for formulating the sustainable multitrip location‐routing problem with time windows. Two sequential objectives were achieved by reference 34 . Such objectives are to examine the related literature while systematically focusing on a process approach used in pandemic planning and analyse the pandemic research and prepare a case study for the Czech Republic's pandemic plan using a process approach.…”

Hence, at the start of an epidemic outbreak population and government reactions that lead to negative or at least small but positive are preferable [ 44 ].…”

“…Second, future research could use the processes of the supply chain operations reference model (Wagner, 2022) and investigate the impact of the proposed preparedness activities (collaboration, capability, capacity) for each process. For example, the study of waste management in HumOSCM following a pandemic (Tirkolaee and Aydin, 2021; Tomaskova and Tirkolaee, 2021) could provide suggestions on how to safely dispose waste after humanitarian interventions.…”
