User Innovation and the Market

Abstract: This paper proposes a way of including in official statistics consumers as user innovators who modify or develop products for their own use. The issue addressed is the role of the market in the definition of innovation in the OECD/Eurostat Oslo Manual and the exclusion by the definition of consumers who modify or develop products and then freely reveal the knowledge gained to others. A modest proposal is made for a change to the definition which also has implications for the measurement of innovation in the pu… Show more

“…However, they are not introduced on the market as the product developed or modified by the household or individual is not necessarily for sale but for one's own use. This question was raised in a user innovation project in Finland in 2011 [de Jong et al, 2015] and a modification to the definition was proposed [Gault, 2012]. The third edition of the Oslo Manual was in use at this time and the definition of business innovation appeared in two paragraphs, 146 and 150 [OECD, Eurostat, 2005].…”

“…They are the following. The proposed change was to replace 'introduced on the market' with 'made available to potential users' [Gault, 2012]. This preserved the requirement that, to be a product innovation, the product had to be 'new or significantly improved' and it had to be 'made available' by some means.…”

“…Some contributions discuss how to conceptualize and measure "user innovation" by consumers, as opposed to firms (Hienerth, von Hippel and Berg Jensen 2014). In a related fashion, a suggestion has been made that the link to market be replaced by a link to "potential users" to cover user and public sector innovation (Gault 2012). This is still under discussion in the innovation community, but it would, if adopted, include non-market transfers of goods or services in updated definitions of innovation.…”

“…Thereby, the study follows ideas developed by von and goes beyond conventional statistical frameworks which require a connection to market-based activities. As the debate on whether the current definition is suitable to accommodate users that share knowledge with a peer group or community of practice is ongoing, we believe that further insights also support including user-innovators (not only individuals) to the measurement framework (Gault, 2012).…”
