“…Most scholars concur that educational reform initiatives launched during the last three decades in the Nordic countries and the United States of America (USA) have altered the nature and direction of superintendents' work . Five role characterizations used to describe the nature of superintendents in these international contexts were developed by scholars in the United States who grounded their work in historical and empirical evidence (Björk, Browne-Ferrigno, & Kowalski, 2014). Taken together, role characterizations provide a useful analytic framework for discussing the complexity of superintendents' work in other national contexts and understanding how their roles have changed and are changing in response to emerging national education policies.…”
