The loss in value of coastal resources due to oil spills is difficult to determine as the degraded areas are typically neither bought nor sold and have no transaction history. We used a questionnaire by Liu et al. (2009) and Choice Experiments (CEs) methodology to place values on coastal resources including coastal water, beaches, and sea birds in the Chinese Bohai Sea. Survey results showed that during spill response actions, coastal water, and beaches were of equal concern to Chinese households while sea birds were of somewhat less concern. Respondents with higher education and fewer children and those with relatively greater household income were more likely to state they were willing to pay for oil spill cleanup costs. Age of respondent was negatively correlated to willingness to pay for cleanup. We also compared valuations of coastal resources with studies conducted in North America and Europe making it possible to test the consistency of coastal resource valuation across continents.

Abstrak: Kabupaten Indramayu memiliki potensi perikanan yang besar dan bersifat dapat diperbaharui. Diharapakan, subsektor perikanan terus berkembang dan menjadi sektor startegis dalam pengembangan wilayah Kabupaten Indramayu. Tujuan penelitian dilakukan untuk: (1) Mengidentifikasi peranan subsektor perikanan terhadap perekonomian wilayah dan keterkaitannya dengan sektor-sektor lain di Kabupaten Indramayu; (2) Mengidentifikasi tingkat perkembangan wilayah pengembangan subsektor perikanan di Kabupaten Indramayu berdasarkan kondisi sarana dan prasarana; dan (3) Menggali persepsi stakeholders dalam menentukan prioritas pembangunan pada subsektor perikanan dan menyusun arahan strategi pengembangan subsektor perikanan di Kabupaten Indramayu. Hasil analisis Input-Output menunjukkan subsektor perikanan belum termasuk kedalam sektor strategis karena memiliki keterkaitan antar sektor yang lemah dan pengaruh pengganda yang rendah terhadap total perekonomian Kabupaten Indramayu jika dibanding dengan sektor perekonomian lainnya. Analisis skalogram menunjukan bahwa 6 kecamatan yang berada pada wilayah hirarki III layak untuk dikembangkan. Menurut stakeholders skala prioritas pembangunan subsektor perikanan di Kabupaten Indramayu adalah pembangunan kegiatan perikanan budidaya (42,04%) dari sisi peningkatan kualitas sumber daya manusianya (33,66%). Dalam strategi pengembangan subsektor perikanan kegiatan perikanan budidaya di Kabupaten Indramayu, pembangunan perlu diprioritaskan pada pengembangan sumberdaya yang ada (Sumberdaya Alam/SDA, Sumberdaya Manusia/SDM, Sumberdaya Buatan/Sarana Prasarana, Kelembagaan, Teknologi dan Modal) untuk mencapai pembangunan yang berkelanjutan.Kata kunci: subsektor perikanan, pengembangan wilayah, Kabupaten Indramayu ABSTRACT: Indramayu regency has a great potential in renewable fisheries. It is expected that this fisheries subsector continues to grow and become a strategic sector in the development of Indramayu regency. The objectives of this research were: (1) to identify the role of the fisheries subsector in the economy of the region and its links with other sectors in Indramayu regency, (2) to learn about the level of development of the regional development of fisheries sub-sector in Indramayu regency based on the conditions of facilities and infrastructure, and (3) to find out the perception of stakeholders in determining development priorities for the fisheries sub-sector as well as to formulate a strategic direction in the development of the fisheries subsector in Indramayu regency. Input-Output analysis showed that the fisheries subsector had not been included in the strategic sector because it had weak inter-sectoral linkages and low multiplier effects of the total economy in Indramayu Regency compared to other economic sectors. Schallogram analysis showed that six sub-districts in the region of hierarchy III were feasible to develop.
