A great deal of research has examined the efficacy of variable message signs (VMS) to induce driver behavior changes, improve safety conditions, and decongest the traffic network. However, there is little literature regarding the most effective ways to display this information on VMS. Furthermore, none of the previous contributions have concentrated on analyzing what impact flashing VMS have on drivers by using real traffic data. This article seeks to bridge this gap, analyzing the effect of incorporating intermittent light stimulation to messages on drivers’ behavior on a Chilean highway, using vehicle-by-vehicle data obtained in a non-intrusive way. In order to do so, an experiment was carried out to measure the responses of drivers when faced with two types of messages: (1) those intended to induce a speed reduction and (2) those aimed at generating lane changes. From the statistical models we obtained several insights. Our results show that flashing messages may increase the effectiveness of VMS depending on environmental and traffic conditions. In particular, for speed moderation messages, we found 12 significant effects, showing, for example, that a flashing message is most effective in the hours of darkness, with low congestion, small spacing, and low average speeds. Additionally, it has a more significant impact on experienced drivers. On the other hand, for lane change messages, we found five significant effects, showing that flashing messaging reduces its effectiveness in situations where a high cognitive load is required, such as in high flow and high average speeds. No particular effects were identified in either case for specific vehicle types.

Variable message signs (VMSs), as a key component of intelligent transportation systems, have been frequently used in the management of urban roads to provide drivers with real-time traffic information. Nevertheless, a lack of unified regulations for VMS design, makes it difficult to accurately determine the validity of VMS information. In practice, inappropriately designed VMSs (e.g., VMSs overloaded with information and long setting distances) are common. In this study, laboratory simulation trials were conducted to assess VMS information validity in relation to the short-term memory (STM) capacity of drivers. Specifically, drivers capacity to easily obtain and respond correctly to valid VMS information based on memorized target information. Sixty participants completed the trials and pre-/postquestionnaires. Subjective evaluation, dynamic information acquisition rate, accuracy, and memory reliability were analyzed to evaluate their relationship with VMS information validity. The results confirmed that STM considering the information demand rate significantly affected the validity of the VMS information. Information validity deteriorated as the information volume and VMS setting distance increased. Reasonable validity was found when memory reliability ranged between 0.85 and 1.5 and the information volume was no more than 90 bits, corresponding to a subjective evaluation of 1, an accuracy of at least 80%, and a suggested STM time of 43.46 s. These criteria would satisfy driver information demand and prevent information redundancy or wasting of resources. These findings provide a basis for determining the thresholds for VMS information to promote practical and user-friendly VMS designs on urban roads.

Traffic and Welfare Impacts of Credit-Based Congestion Pricing Applications: An Austin Case Study

This study seeks smart credit-based congestion pricing (CBCP) solutions for maximally improving travelers’ welfare by varying toll levels and locations across the Austin, Texas network. Scenarios evaluated include selecting links with maximum delays by variably tolling bridges and by recognizing congestion externalities across all links. Travel demand models deliver inputs for normalized logsum differences to quantify and compare consumer surplus changes across traveler types, around the region. Results suggest limited tolling locations under four broad times of day can do more harm than good, unless travelers shift out of the PM and AM peak periods or revenues are returned to travelers as credits. When using CBCP across all congested links at congested times of day (with 10% of revenues retained to cover system administrative costs), an average net benefit of $1.61 per licensed driver per weekday is estimated, with almost all travelers benefiting. For example, 95% of the traffic analysis zones’ lowest value of travel time (VOTT) group (VOTT1 = $5/hour) are expected to benefit from the CBCP policy. Tolling at twice the difference between marginal social cost and average travel cost (on each subset of congested links) appears to benefit more people, although tolling high on various links adds to congestion elsewhere. For example: tolling Austin’s highest-delay-producing or “top 500” links is estimated to benefit 98.5% of the zones’ highest VOTT (VOTT5 = $45/hour) travelers, while raising vehicle-miles traveled by just 0.8% (as a result of more circuitous, congestion- and toll-avoiding travel).
