The Impact of EU Structural Funds on FDI

Abstract: The effectiveness of EU Structural Funds on the economic performance of the receiving countries has been extensively investigated in the last twenty years. The results indicate that the impact of these funds on economic growth is conditional on the quality of the institutions of the receiving countries. In the case of countries with poor institutional quality, the effect of Structural Funds on economic growth will be negative. The reason being, that Structural Funds do affect the allocation of recourses and in… Show more

“…It ranges between 0 (equality) and 1 (maximum disparities). According to this indicator, regional disparities are especially high in Mexico while they are lowest in the Netherlands 2 Our approach here is in line with work which has considered how institutional quality affects how the European Union structural funds impact on GDP growth or FDI flows across member states (Beugelsdijk and Eijffinger 2005;Ederveen et al 2006;Katsaitis and Doulos 2009). 3 See Table A1 for the list of countries included, Table A2 for the sources of all the data employed and Table A3 for the summary statistics in the Appendix. 4 All European regions are defined at the NUTS 2 level, except for Belgium, Germany, the Netherlands and the UK which are so at the NUTS 1 level.…”

“…ES Struktūrinių fondų parama vertinama nevienareikšmiškai. O. Katsaičio ir D. Doulos (2009) teigimu, ES lėšų naudojimas gali prisidėti prie verslo plėtros sąlygų, tačiau struktūrinių fondų pagalbą gauna tik tie sektoriai, kuriems suteikta ES paramos pirmenybė. Tiems, kurie negauna tokio finansavimo, tampa daug sunkiau vystytis, nes iškreipiama konkurencija (Jasinskas, 2008).…”

“…Vis tik P. Mohl ir T. Hagen (2010) teigia, kad ES struktūriniai fondai dažnai finansuoja projektus, kurie nėra ekonomiškai efektyvūs, nes jie paveikti politinių motyvų. Be to, šalyse, turinčiose aukštą korupcijos lygį ir prastos kokybės viešąsias institucijas, struktūriniai fondai gali tik sulėtinti šalies augimą ir užsienio investicijų pritraukimą (Katsaitis, 2009;Dimulescu, 2013).…”

“…Investigation of the impact of EU Structural Funds on the economic growth and convergence process is a widely researched topic. Katsaitis and Doulos (2009) note that since the purpose of Structural Funds is to stimulate growth, there is an interest to investigate empirically how effective these funds have been in achieving their objective. Bodenstein and Kemmerling (2012: 3) emphasise that it is still disputable whether Structural Funds have really led to a higher regional convergence, or a mechanism of redistribution.…”
