The construction industry is a major contributor to socio economic development and an extensive user of energy and natural resources; therefore, its engagement is fundamental to sustainability. This research prioritizes investment spending in the construction sector in Saudi Arabia to meet sustainable development. This research uses integrated structure equation modeling (SEM) and analytical hierarchy process (AHP) as a solution approach for prioritizing the alternatives for the decision maker. Experts and decision makers have been interviewed to define the main and subcriteria and the corresponding pairwise comparison matrix. Economic, environmental, and social (EES) criteria were considered, including 8, 8, and 5 subcriteria, respectively. SmartPLS applying the partial least squares structural equation modeling (PLS-SEM) method and expert choice for AHP were used to rank investment in the construction sector in Saudi Arabia in order to attain sustainable development. The SEM results revealed that the influencing factors are 5 economic, 5 environmental, and 3 social subcriteria in sustainable development. The results indicated that building projects ranked first at 13.9%, followed by water and sanitation activities at 11.2%, and by electrical works business at 10.8%. Road work ranked fourth at 8.6%, accompanied by mechanical activities at 6.4%. The electronic works category ranked sixth at 6.2%, and then landscaping works at 4.8%. The dams category ranked eighth at 3.3%; city cleaning and waste disposal achieved a percentage of 3.1%, and the remaining categories achieved percentages of between 0.07% and 1.9%. The building industry has an undeniable impact on the natural environment. Evidence shows that existing buildings make a significant contribution to energy demand and CO2 emissions. Refurbishing existing buildings offers significant opportunities to reduce energy consumption and CO2 emissions. The Malaysian government has set a target to retrofit 100 government buildings in order to contribute to the country's commitment to reduce the CO2 emissions intensity of gross domestic product by 45% by 2030. However, there is no specific sustainability assessment scheme targeted at building refurbishment in Malaysia. Thus, this research aims to support the development of a refurbishment sustainability assessment scheme for Malaysia. The Analytic Hierarchy Process (AHP) method was adopted in order to rank assessment themes and identify the priorities of the study's participating stakeholders. The outcome is the Malaysian Refurbishment Assessment Scheme (MRAS), which includes a set of weightings and a classification system for the selected assessment themes and subthemes. The methods and findings can be adapted for use by other practitioners to develop building assessment schemes in order to pursue the goals of sustainable development through refurbishment.

A Resilience and Environmentally Sustainable Assessment Framework (RESAF) for Domestic Building Materials in Saudi Arabia

In Saudi Arabia, the carbon footprint and energy use that results from using concrete in construction is a major negative contributor to the environmental effects of building materials. Likewise, the impact of annual cooling and heating energy demands has an equally prominent role to play. These demands need to be assessed and benchmarked in order that reduction targets can be set. Saudi Arabia presents its own unique context and local conditions, which creates a challenge when utilizing generic frameworks for assessing the environmental impact of domestic buildings. In meeting this aim, this paper presents a resilience and environmental sustainability assessment framework (RESAF) developed specifically for domestic buildings in Saudi Arabia. RESAF helps designers/builders to minimize the carbon footprint of the building fabric and reduce in-use energy demands of domestic buildings in Saudi Arabia. This paper shows how this framework can be used to reduce, by approximately 23%, the carbon impact from construction materials, primarily by substituting a portion of cement for pulverized fly ash (PFA) or ground granulated blast furnace slag (GGBS). A reduction of 19% in annual cooling and heating energy demand were additionally achieved throughout the building’s life, simply by increasing insulation and using triple-glazed windows. The importance of passing these alternative solutions through the resilience filter is highlighted, not least questioning whether they are really fit-for-purpose.
