Solar farm suitability in remote areas will involve a multi-criteria evaluation (MCE) process, particularly well suited for the geographic information system (GIS) environment. Photovoltaic (PV) solar farm criteria were evaluated for an island-based case region having complex topographic and regulatory criteria, along with high demand for low-carbon local electricity production: Ulleung Island, Korea. Constraint variables that identified areas forbidden to PV farm development were consolidated into a single binary constraint layer (e.g., environmental regulation, ecological protection, future land use). Six factor variables were selected as influential on-site suitability within the geospatial database to seek out increased annual average power performance and reduced potential investment costs, forming new criteria layers for site suitability: solar irradiation, sunshine hours, average temperature in summer, proximity to transmission line, proximity to roads, and slope. Each factor variable was normalized via a fuzzy membership function (FMF) and parameter setting based on the local characteristics and criteria for a fixed axis PV system. Representative weighting of the relative importance for each factor variable was assigned via pairwise comparison completed by experts. A suitability index (SI) with six factor variables was derived using a weighted fuzzy summation method. Sensitivity analysis was conducted to assess four different SI based on the development scenarios (i.e., the combination of factors being considered). From the resulting map, three highly suitable regions were suggested and validated by comparison with satellite images to confirm the candidate sites for solar farm development. The GIS-MCE method proposed can also be applicable widely to other PV solar farm site selection projects with appropriate adaption for local variables.

Abstract. Buying a house for personal use is an infrequent investment for most people because of the high sales cost. Most buyers only make one housing purchase in their lives, most often for personal use. Real estate developers evaluate decisions for housing development projects often according to marketand sales-oriented factors. In addition to the fact that the industry involves fierce competition, real estate developers frequently neglect using healthy building materials and comfortable interior designs, focusing instead on a luxurious building facade to attract customers and the use of high-quality imported materials in the common spaces inside the building. To identify the factors affecting the comfort of living in houses and satisfy customer demands, this study combined two decision theories, the analytical hierarchy process and utility theory, to develop a customer health-oriented housing comfort assessment model. This model can be used to assess and compare the quality of living of various houses, providing housing agents with an evaluation tool that accounts for both sales and customer health that can be used in the evaluation process before a house is introduced to customers. Thus, the effectiveness of decision-making can be improved and the risk of investment reduced.

Abstract-Since any activity requires energy, access to energy is an essential means for all. Especially isolated communities in developing countries often have no or limited access to affordable energy resources. Yet, more than 1.5 billion people do not have the possibility to use electricity and around 2 billion people also rely on premier resources such as dung and wood for heating and cooking. It is often those premier resources that cause indoor air pollution and health problems. Besides, the minimum level of energy needs can frequently not be reached.An integrated approach for isolated communities to improve access to energy and increase the level of health and well-being in housing will be presented. Housing and other physical elements and conditions of such communities will be analyzed so that sustainable livelihoods can be achieved. Thereby the needs and opportunities for the enhancement of housing and living in general have to be balanced. In the end, planning for sustainable livelihoods requires an integrated framework to guarantee sustainable development and growth.Index Terms-Energy access, energy planning, intermediate and renewable energy technologies, sustainable development.
