This paper addresses issues on principle of openness and specifically, the open data as part of public information disclosure, open government, and e-government. As the founding member of the Open Government Partnership (OGP) since 2011, Indonesia is actively encouraging an open government practice and disseminate the idea not only to its surrounding countries, but also its own provincial area. As stated by Open Government Indonesia, there are several cities that currently become the pilot project area of open data implementation, including Banda Aceh, a city that was hardest hit by Tsunami in 2004. Its open data portal (data.bandaacehkota.go.id) provides datasets that were gathered and created by the corresponding units. This paper wants to evaluate the usage of open data portal in Banda Aceh, using literature review and evidence from Alexa web ranking system. The results showed that the website was visited by 2,776 unique visitors daily, but the website is considered as slow-loaded at 2.96 seconds. This issue needs to be addressed accordingly, because open data is the basic necessity needed to enable the smart city system, which the city is thriving to be at the moment. Based on the theories explained, in building the principle of transparency, the government has provided access to information by publishing various media of information that can be accessed directly by the public, the government has given a role to the community to be involved in governance and development. In conclusion, we recommend the government to encourage more people to use the open data portal and helping to trigger innovation for the city.

This article aims to analyze the extent of the transformation of Surakarta City public services with Smart City during the covid-19. Current direct interacting services should be limited and converse to online public services. This research used a qualitative analysis approach based on a descriptive method. This method was tracing the empirical facts in the studied discussion topic. Then the NVivo 12 Plus application is also used to manage and analyze data effectively and efficiently. Local government governance plays a critical role in forming strategic intent in Smart City Implementation. However, it hasn't shown any engagement of local governments and communities. It led to a lack of participation and collaboration. The vision of Major of Surakarta influenced both vision and mission of the Smart City program. The Surakarta City Government needs to optimize the quality of human resources and use an integration model. It provides single window network services that require public services transformation to the New Public Service during the Covid-19. A regulation reform is needed to support the public service policies in terms of increasing synergy and harmonization. Thus, there are no overlapping authorities and conflicts between institutions and the community that lead to public services delays.

This study aims to analyze how ICT can change the mechanism of public service innovation and see the success indicators, with an empirical study on the Among Warga application in Batu City. Basically, ICT is a technology that can help reduce government performance, thus making a demand for the dynamics of public service delivery at the regional level. The method used in this research is a qualitative paragraph with a descriptive model in which the researcher looks for key informants or data sources based on facts in the field, and is supported by literature studies.. Referring to the results of the data that have been processed, the researchers found research results that show that the Among Warga application is an online-based complaint service facility which is shown for the people of Batu City in submitting public complaints such as infrastructure damage, fallen trees and natural disasters. However, the Among Warga application's journey has stopped for only one year since it was created in 2017. Meanwhile, the Batu City government is not ready to take advantage of ICT, this is due to the absence of innovative organizational capacity and transformational leadership. Therefore, in this study the authors would like to provide advice to government organizations in building ICT-based innovation concepts, the government is not a single actor, but requires cooperation with the private sector and participation from the community as an indicator..
